Environmental Manager – Major Infrastructure

Role Overview

Join a global engineering and professional services leader as an Environmental Manager supporting the Head of Environment on the Dublin MetroLink project. You will oversee environmental compliance across procurement, construction, commissioning, and handover phases. This leadership position ensures alignment with rail order mandates, Irish legislation, Transport Infrastructure Ireland (TII) environmental standards, and MetroLink sustainability goals.

Key Responsibilities

• Ensure adherence to Irish and EU environmental regulations including EIA, Habitats, Water, Noise, Waste, and Air Quality directives.
• Manage compliance with An Bord Pleanála’s Railway Order conditions and related environmental commitments.
• Oversee mitigation strategies and monitoring programs from the Environmental Impact Assessment Report (EIAR) and Sustainability Plan, focusing on climate adaptation, resource efficiency, and biodiversity enhancement.
• Serve as the client's environmental liaison responding to queries from third parties, stakeholders, and regulators.
• Supervise contractor environmental activities by reviewing and approving Environmental Management Plans (CEMPs), method statements, permits, licences, risk assessments, and monitoring reports.
• Integrate environmental requirements into project contracts and procurement documentation.
• Manage environmental monitoring efforts, tracking performance indicators such as noise, vibration, dust, water quality, ecology, waste, and carbon emissions.
• Lead audits, inspections, and surveillance of contractors, design partners, and onsite processes.

Required Qualifications & Experience

• Degree in environmental science, engineering, ecology, or related fields.
• Extensive experience managing environmental aspects on major infrastructure or transport initiatives.
• Thorough knowledge of Irish EIA/SEA legislation, Construction Environmental Management, and EU environmental directives.
• Experience in client-side roles or project management offices (PMO) within large, multidisciplinary projects.
• Proven capability to lead environmental compliance on complex construction sites.

Preferred Qualifications

• Experience in underground or railway infrastructure projects.
• Familiarity with governance frameworks for major projects (e.g., TII, NTA).
• Expertise in sustainability standards such as ISO 14001, PAS 2080, circular economy initiatives, and biodiversity management.
• Knowledge of noise and vibration modeling, hydrology, or contaminated land management.
