Role Purpose

The Communication Officer 2 plays an integral role in planning, developing, and executing communication initiatives in alignment with local and delegation strategies. This position helps represent the ICRC publicly while fostering understanding and support among key stakeholders.

Key Responsibilities

• Assist in defining communication and prevention goals, strategies, and action plans tailored to the specific geographic area or program priorities.
• Independently carry out activities and produce materials related to operational communication, community engagement, international humanitarian law promotion, and public and digital communication.
• Support leadership in networking efforts and act as a representative to various external audiences.
• Monitor political, security, military, and humanitarian developments that may influence ICRC's reputation and operations, contributing to relevant analyses.
• Provide interpretation and translation services in local languages as needed.
• Offer administrative and technical support including managing files, inventory, and event coordination.
• Facilitate communication training and coaching for staff across field operations and departments.

Work Environment and Relationships

The role reports to the Country Communication and Prevention Manager or head of field structure, engages with internal communication teams, and interacts externally with affected populations, authorities, political figures, community and religious leaders, media, NGOs, and academics. This position covers local or national remit and does not involve direct people management responsibilities.

Required Qualifications and Experience

• University degree or equivalent in communication, political science, international relations, journalism, or a related discipline.
• Fluent proficiency in both spoken and written English and the local languages.
• Competency in MS Office and familiarity with digital communication tools.
• At least three years of professional experience relevant to communication or prevention, ideally within an ICRC operation.
• Knowledge of international humanitarian law (IHL) and an understanding of the country’s political, social, and media landscape are considered advantages.
