Chief Technology Officer (CTO)

Position Overview

The Chief Technology Officer is a senior executive position that reports to the CEO. This role owns the organization’s end-to-end technology direction, spanning software engineering, platform and infrastructure, data, and AI innovation. The CTO will strengthen internal capabilities while also helping deliver secure, scalable, mission-critical solutions for clients. The position works closely with other leaders to keep the company aligned with modern engineering standards and applied AI capabilities.

Core Responsibilities

• Set the long-term technology direction across software, data, infrastructure, and AI, then turn that vision into action.
• Track new developments in areas such as AI, cloud services, and cybersecurity, and judge how useful they are for the business and Home Team agencies.
• Partner with the CPO, COO, and other stakeholders so product, data, and AI priorities support organisational and mission goals.
• Prepare and manage annual plans and budgets for the Technology Office, including platform engineering, research and development, and AI programs.
• Promote modern software delivery practices and a strong engineering culture built around cloud-native development, DevSecOps, secure enclaves, and automation.
• Oversee system and solution architecture to ensure strong performance, security, resilience, and long-term maintainability.
• Create dependable quality assurance and testing practices.
• Ensure adherence to industry standards, data protection rules, and AI governance obligations.
• Lead delivery of AI-powered solutions, including generative AI, LLMs, multimodal RAG, agents, analytics platforms, and intelligent systems, while maintaining operational suitability and compliance with government requirements.
• Direct R&D efforts across software, cloud, data, and AI, including multimodal and agentic AI, to build valuable capabilities for Home Team departments.
• Encourage experimentation and a culture that supports innovation.
• Develop partnerships with technology vendors and academic institutions.
• Recruit, lead, and mentor a high-performing team spanning software engineering, platform engineering, AI/ML engineering, and data engineering.
• Build a strong talent pipeline for technical hiring and development.
• Grow internal AI product and delivery teams that can support deployments, integrations, and ongoing operations.
• Foster an inclusive, collaborative, and growth-focused engineering environment.
• Work with the COO to design and deliver AI and automation initiatives that improve corporate workflows and operational efficiency.
• Work with the CPO to translate business and operational needs into scalable architectures and technical outputs.
• Engage users, partners, and stakeholders to uncover technology and AI opportunities and provide technical direction.
• Identify technical and AI-related risks and put mitigation measures in place.
• Apply best practices in cybersecurity, secure development, and responsible AI.
• Set up disaster recovery, incident response, and continuous monitoring processes for both software systems and AI models.

Candidate Profile

• Substantial experience in technology leadership, with strong exposure to software architecture, systems design, and modern engineering practices, ideally within the Singapore government domain.
• Deep knowledge of software architecture, current development methodologies, and IT infrastructure design across cloud and on-premise environments.
• A demonstrated record of building innovative, scalable enterprise platforms, hybrid or cloud infrastructure, and mission-critical systems.
• Strong background in platform engineering, infrastructure architecture, DevSecOps, and mature engineering processes.
• Broad understanding of applied AI, including language AI, LLMs, RAG, prompt engineering, agents, and multimodal AI.
• Experience deploying AI and software in privacy-sensitive, off-cloud, or enclave-based environments.
• Clear understanding of the AI lifecycle, from experimentation and data preparation through model evaluation, deployment, monitoring, and ongoing improvement.
• Strong ability to lead teams and build capability.
• Sound problem-solving and decision-making skills.
• Ability to communicate technical ideas clearly to non-technical stakeholders.
