Role Overview

This role entails overseeing district heating projects from initial development stages through to construction completion and handover. Responsibilities include securing grant funding, leading procurement activities for consultants and contractors, and managing construction and consultant contracts. You will work closely with the Head of District Heating Network Development, commercial and engineering teams, as well as external stakeholders such as local authorities, developers, SEAI, and the CRU.

Key Responsibilities

• Manage one or more district heating projects end-to-end, advancing through stages including feasibility, design, planning, funding, procurement, and construction.
• Lead procurement efforts by preparing tender documents, conducting competitive tenders, evaluating proposals, and awarding contracts to consultants and contractors.
• Oversee construction contracts and consultant agreements by administering contracts, approving payments, controlling changes and claims, and ensuring adherence to scope, timelines, and budgets.
• Prepare and manage applications for grant funding such as SEAI and DCEE Pre-Construction Fund; ensure compliance and reporting post-award.
• Maintain project budgets, schedules, risk registers, and report progress regularly to steering committees.
• Serve as main liaison between contractors, consultants, and internal teams during construction, ensuring health, safety, and quality standards are upheld.
• Apply practical knowledge of renewable heat technologies including heat pumps, waste heat recovery, and combined heat and power in supporting technical and business decisions.
• Assist in building relationships with consultants and contractors to support team growth and project pipeline development.

Candidate Profile

• Minimum 5 years project management experience within renewable energy, energy infrastructure, or utilities sectors; experience in district heating advantageous but not mandatory.
• Proven skills in procurement processes including managing tenders, negotiating, and contract administration; familiarity with NEC or FIDIC contracts is beneficial.
• Experience managing both construction contracts on-site and consultant contracts post-procurement.
• Understanding of renewable and low-carbon heat technologies and their application in decarbonisation efforts.
• Track record managing complex infrastructure projects involving multiple stakeholders like local councils, developers, and regulators.
• Degree in engineering, energy, construction management, or related discipline, or equivalent professional experience.
• Project management certification such as PRINCE2, PMP, or APM is desirable.
• Possession of a full clean driving licence and legal right to work in Ireland.
