Programme Manager - Delivery

Overview

The role is situated within the Service Development, Improvement and Delivery team at East Lancashire Hospitals NHS Trust, which supports the Trust's vision of providing Safe, Personal, and Effective care as stated in its Strategy and medium-term plan. The post focuses on the oversight and assurance of key delivery and improvement priorities and programmes across the Trust, reinforcing accountability to the Executive team and Board.

Key Responsibilities

• Manage a portfolio of critical projects and programmes central to achieving the Trust’s strategic goals, ensuring transparency aligned with governance and accountability processes.
• Directly manage select high-profile projects, establishing and maintaining effective governance to support successful delivery.
• Provide leadership and constructive challenge to colleagues on matters of delivery, best practice, and realization of benefits.
• Set standards for best practice in project and programme management within the team.
• Assure that significant projects/programmes are established with clear alignment to improvement programmes, appropriate governance, timelines, resource planning, risk management, benefits, and outcomes.
• Challenge and support the development of these standards.
• Manage governance and delivery assurance for the portfolio, generally working collaboratively without formal authority alongside project sponsors and managers, primarily from Divisional Directors and Directorate Managers.
• Lead project management activities for designated projects, ensuring initiation, governance, and delivery adhere to Trust standards.
• Drive change management efforts to enable frontline teams to diagnose issues and develop effective solutions, including sustaining leadership through change alongside clinicians.
