Job Overview
The Procurement Engineer is responsible for overseeing the entire procurement lifecycle within EPC projects. This includes sourcing a range of materials, equipment, long-lead items, and subcontracted services to ensure cost-efficient purchasing, strict adherence to technical specifications, on-time delivery, and alignment with project schedules. The role actively supports the successful execution of projects by collaborating with multiple disciplines.
Primary Responsibilities
- Manage complete procurement activities for project materials, equipment, long-lead items, and subcontracted services in line with project needs.
- Prepare Requests for Quotation (RFQs), evaluate supplier proposals, and perform technical and commercial bid assessments in partnership with engineering and project teams.
- Conduct negotiations concerning pricing, delivery timelines, payment terms, warranties, and contract clauses to secure the most favorable commercial results.
- Generate purchase orders, procurement recommendations, and contract documents for approval by management.
- Coordinate effectively with engineering, planning, QA/QC, logistics, construction, and project management teams to guarantee timely procurement and delivery.
- Monitor vendors' performance, expedite essential deliveries, and resolve procurement challenges to prevent impacts on project timelines.
- Build and sustain strong relationships with approved suppliers while scouting for new vendors to enhance quality, cost-efficiency, and delivery performance.
- Track and report procurement progress regularly, maintaining procurement schedules and providing updates to project management.
- Ensure strict compliance with internal procurement policies, client specifications, contract requirements, and all relevant HSE and quality standards.
- Maintain accurate procurement documentation, vendor databases, and support cost control as well as procurement risk management processes.
Qualifications and Experience
- Bachelor's degree in Mechanical, Electrical, Civil, Industrial Engineering, or related disciplines.
- A minimum of 15 years experience in procurement functions with established EPC contractors.
- At least 5 years dedicated to procurement roles in EPC projects within Oil & Gas, Petrochemical, Power, Infrastructure, or Industrial sectors.
- Demonstrated expertise in procuring long-lead items, critical equipment, bulk supplies, and subcontracted services for large-scale EPC projects.
- Comprehensive understanding of EPC procurement workflows, contract management, supplier qualification, and commercial negotiation techniques.
- Experience in both international and local sourcing, ability to develop vendors, conduct supplier evaluations, and plan procurement effectively.
- Proficient in ERP platforms such as SAP, Oracle, or comparable procurement software alongside Microsoft Office tools.
- Professional certifications like CIPS, CPM, or their equivalents are advantageous.
- Strong analytical, negotiation, communication, and stakeholder management capabilities with an aptitude for meeting project deadlines.
