Overview
The City of Guelph invites qualified candidates to join its Building Services Division as a Plans Examiner II. This permanent full-time role is based at City Hall, 1 Carden Street, and involves working in-person. The position supports the Permit Services team by providing excellent customer service and assisting with continuous improvement initiatives aligned with the City’s Future Guelph Strategic Plan and corporate values such as integrity, inclusion, and wellness.
Key Duties and Responsibilities
- Review and process diverse building permit applications ensuring adherence to the Ontario Building Code and relevant regulations.
- Offer assistance to customers via telephone, email, virtual platforms, and face-to-face interactions.
- Evaluate architectural and construction documentation for compliance with municipal by-laws and codes.
- Build and maintain positive relationships with the public, professionals, and municipal staff.
- Support inspection services by conducting site inspections when required.
- Perform additional tasks assigned by management.
Qualifications and Requirements
- Completion of a diploma (typically 3 years) in Architectural or Construction Engineering Technology or a closely related discipline.
- At least five years of relevant experience in building construction or municipal building services.
- Certification from the Ministry of Municipal Affairs and Housing across multiple categories: General Legal, House, Small Buildings, Large Buildings, Plumbing (House and All Buildings), HVAC House, Detection, Lighting and Power, and Building Services (with the possibility of conditional consideration if some qualifications are pending).
- Additional qualifications in Complex Buildings and Building Structural, with a requirement to obtain these if not currently held.
- Accreditation or in progress accreditation as a Certified Building Code Official through the Ontario Building Officials Association.
- A valid Class G driver’s license with a clean driving record, including a recent driver’s abstract.
- Strong proficiency in interpreting codes, municipal bylaws, and working drawings, alongside a sound understanding of the Building Code Act, Ontario Building Code, Ontario Fire Code, and related legislation.
- Intermediate skills in Microsoft Outlook, Word, and Excel.
- Excellent communication skills, both verbal and written, enabling interaction with varied stakeholders and internal teams.
- Strong organizational capability to juggle multiple priorities in a dynamic work setting.
- Effective teamwork and interpersonal skills.
- Capability to work diligently and efficiently while working onsite.
- Familiarity with Occupational Health & Safety Act standards.
- Experience using AMANDA software and knowledge of municipal environments are assets.
- Successful completion of a satisfactory Police Record Check prior to employment.
Work Hours
The role requires 35 hours per week from mid-November to early April, and 40 hours weekly from mid-April to mid-November.
