About the Ministry and Sector Strategy and Development Directorate
The Sector Strategy and Development (SSD) division at the Ministry of Social and Family Development (MSF) in Singapore is responsible for overseeing broad social service policies and programs focused on ensuring sustainable, well-coordinated services. Its objectives include fostering a competent, future-ready workforce, supporting social service agencies to deliver quality care, and securing a well-supported sector through community involvement.
Within SSD, the Manpower Policy and Planning (MPP) division plays a crucial role by analyzing manpower data to identify challenges and inform the creation of relevant policies and initiatives. These efforts ensure the social service sector possesses capable staff, sustainable workforce pipelines, better attraction and retention, and enhanced workforce capabilities.
Key Responsibilities
- Lead the manpower demand-supply projection modeling for essential social service professions, including reviewing assumptions and parameters to maintain model accuracy and relevance.
- Manage data preparation by cleaning, integrating, and structuring datasets to update projections and produce accessible visual data summaries for senior management reviews.
- Design and implement strategic solutions to address manpower requirements and improve workforce utilization via alternative manpower frameworks and job redesign.
- Work in partnership with Higher Education Institutes, social service agencies, and government bodies to support robust pre-employment and continuing education pipelines for critical roles.
- Evaluate the manpower effects of new or modified service offerings, including analyzing necessary staffing levels and required competencies.
Required Competencies and Qualifications
- Pursuit or possession of relevant qualifications, preferably complemented by strong interest in social sector issues.
- Knowledge or understanding of Singapore's social service system is beneficial.
- Excellent creativity, analytical ability, resourcefulness, and a proactive attitude.
- Skilled in data analysis, systems thinking, and policy development, with preferred experience in projection methodologies, dataset management, and dashboard creation.
- Effective written and spoken communication skills.
- Strong interpersonal skills, with comfort engaging individuals at all organizational levels to foster collaboration.
- Team-oriented mindset, with solid project and team management capabilities.
- Ability to translate policy goals into operational plans considering practical constraints.
