Role Summary
This position holds comprehensive responsibility for leading and managing the facilities management functions for MTFA across all their sites. The Manager oversees maintenance activities as well as capital projects, guaranteeing that all facilities remain safe, compliant with regulations, operationally dependable, and upgraded continuously.
Core Responsibilities
- Direct overall facilities leadership including maintenance operations and capital projects
- Act as principal project owner for all facility-related projects such as renovations, additions and alterations, electrical upgrades, and security/automation systems
- Supervise the Contract Project Manager by managing scheduling, coordination, contractor/consultant oversight, site supervision, and project reporting
- Lead decision-making regarding project scope, prioritization, tender examinations, approvals, budgeting, and cost control ensuring projects meet deadlines, budget constraints, and quality standards
- Oversee daily facilities operations, including preventive and corrective maintenance along with emergency response planning
- Supervise Senior Executive in managing vendor relationships, operational issue resolution, and service continuity
- Ensure high reliability of critical systems, particularly within healthcare-related facilities
- Head facilities-related vendor and contract management by establishing SLAs and KPIs, and managing procurement activities such as tendering, evaluation, and contract awards to assure cost-effective service without quality sacrifice
- Maintain strict compliance with regulatory requirements (SCDF, BCA, NEA, healthcare standards), ensuring proper documentation like licenses, maintenance records, and safety reports
- Develop and refine facilities management processes and SOPs to ensure operational efficiency, compliance, and service quality across MTFA sites
- Promote workplace safety and risk mitigation proactively
- Lead and coordinate a team of three (Manager, Senior Executive, Project Manager) with clear role definitions and facilitate smooth collaboration between project and operational activities
- Engage and collaborate with key stakeholders including Home Managers, Healthcare Centre Managers, Childcare Leadership, and Corporate Services/Finance to balance project timelines and operational demands minimizing disruptions
- Monitor key performance indicators such as preventive maintenance compliance, project delivery excellence, facility uptime, vendor performance, audit outcomes, and budget adherence
Candidate Qualifications
- Possess a Degree or Diploma in Facilities Management, Engineering, Building Services, or equivalent field
- Have between 6 to 8 years relevant industry experience focusing on facilities operations, project management, and managing multi-site portfolios
- Experience in healthcare, residential care, or childcare facility environments is advantageous
- Proficient knowledge of building systems including mechanical & electrical, HVAC, electrical, and plumbing
- Skilled with preventive maintenance frameworks and project management processes
- Familiar with Singapore-specific regulations such as BCA, SCDF, NEA, and MOM Workplace Safety and Health guidelines
- Capable of thriving in a lean, high-accountability setting balancing strategic oversight with practical execution
- Able to manage multiple operational issues and project timelines concurrently and respond promptly to urgent facility needs
Work Conditions
- Work schedule: Monday to Thursday from 8:00 AM to 5:30 PM and Friday from 8:00 AM to 5:00 PM
- Work location: Darul Ihsan Orphanage, 5 Mattar Road / 23 Wan Tho Avenue, Singapore
