Introduction
Established in 1951, the International Organization for Migration (IOM) is a United Nations-related agency and a global leader in migration matters. Role Context and Main Duties
Based in Qatar, the Programme Officer will manage and coordinate the activities of the country programme related to migration management, labour mobility, migrant protection, and human development, under the supervision of the Chief of Mission and in close coordination with regional and headquarters teams. The officer will provide operational leadership, guidance, and supervision to programme staff and will oversee project administration, monitoring, and reporting.
- Lead the effective development, implementation, and administration of the Qatar Country Programme projects.
- Provide strategic and technical support to national and international team members and address operational challenges.
- Build and expand strong partnerships with UN agencies, humanitarian actors, government officials, community representatives, and private sector entities to support programme success.
- Identify implementation priorities and contribute to project design responsive to emerging trends, donor interests, and stakeholder needs.
- Ensure communication of key programme directions to international partners to enhance impact, reduce duplication, and stimulate resource mobilization.
- Coordinate timely submissions of all programme reports adhering to organizational and donor requirements.
- Facilitate preparation and compliance of funding updates, briefings, and reports for donors and stakeholders.
- Monitor results, program benchmarks, and recommend corrective actions, including oversight of a shared Monitoring and Evaluation framework in coordination with Monitoring and Evaluation officers.
- Guarantee programme objectives, budgets, and monitoring frameworks align with IOM policies and donor contracts.
- Oversee the creation of promotional and visibility materials in collaboration with information officers.
- Provide guidance and support for strategic inputs and organizational decisions affecting the country programme.
- Participate actively in donor and partner forums at local and international levels.
- Supervise programme staff, mentor team members, conduct training sessions, and facilitate capacity building.
- Coordinate development and updating of tools for assessments and monitoring; draft Standard Operating Procedures where necessary.
- Oversee data collection and analysis for ongoing and new projects and share insights with humanitarian partners.
- Conduct national and international travel as required to support programme implementation and coordination.
- Perform any other relevant duties assigned.
Qualifications and Experience
- Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration or related fields plus five years of relevant professional experience; OR
- Bachelor’s degree in the above fields with seven years relevant experience; degrees must be from accredited institutions as per UNESCO listings.
- Experience in programme development, monitoring, reporting and evaluation.
- Proven track record in capacity-building and programmatic activities.
- Experienced in engaging with governmental and diplomatic authorities and national and international institutions.
- Skilled in organizing consultations, workshops, and seminars involving senior-level stakeholders.
Skills and Competencies
- Comprehensive knowledge of migration-related issues and programmatic areas addressed by IOM.
- Proficient in financial and business administration related to programme management.
- Strong understanding of migration dynamics in the country and regional context.
- Familiar with UN and bilateral donor programming mechanisms.

- Expertise in the UN system, NGOs, and international organizations.
- Knowledge of migration data, labour migration trends, and border management in the GCC region with negotiation skills involving government authorities.

Languages
Fluency in English and Arabic, both spoken and written, is mandatory. Working knowledge in French and another official UN language (Chinese, Russian, or Spanish) is advantageous. Language proficiency will be assessed during the selection.

Additional Information
This position follows a Special Short Term Graded contract for up to nine months initially, with a six-month starting term and potential extension. Candidates must be internationally mobile. Recruitment is subject to funding confirmation and standard clearances including medical and security clearances. The selection may consider candidates for similar roles at other duty stations within 24 months of appointment.
