About the Role

The Vehicle Services Program (VSP) ensures adherence to Colorado vehicle titling and registration laws and oversees the state's emissions program across ten Front Range counties. This program manages inspection stations, licensing, auditors, and approximately 450 inspectors at over 80 locations operating various emissions testing methods. The Emissions Enforcement Manager will lead the team responsible for ensuring all testing facilities and personnel comply with state laws, rules, and procedures.

Key Responsibilities

• Oversee and schedule the emissions enforcement team's activities to ensure compliance with Colorado Revised Statutes and internal guidelines.
• Evaluate inspector competency, impose penalties or additional training as necessary, and monitor diesel emission station performance against statutory requirements.
• Manage unit productivity and operational performance through analysis and reporting to leadership and stakeholders.
• Support management response to legislative changes, Air Quality Control Commission proposals, and budgeting matters.
• Assist in annual reviews and updates of rules and procedures as they pertain to emissions enforcement.
• Handle escalated complaints and information requests from various stakeholders including citizens and government entities.
• Engage with customers and stakeholders to offer guidance on emissions testing requirements and processes.
• Administer the gas and diesel covert program, reviewing schedules and penalty structures, and conducting meetings with offenders.

Working Conditions

This is a primarily remote position; however, occasional work from a department office may be required based on business needs. Employees must maintain an appropriate home office environment with reliable internet and secure Wi-Fi. All performance and policy standards applicable in-office also apply during remote work.

Residency and Compliance Requirements

This job is open exclusively to Colorado residents at the time of application submission. Employment requires compliance with Colorado Individual Income Tax filing and payment obligations verified via pre-employment tax record evaluation. Background checks and reference verifications are required prior to appointment. Driving state-owned vehicles demands a valid license and maintenance of a safe driving record.

Qualifications

• Minimum of five years’ experience in the engine/mass emissions testing field inclusive of engine diagnosis, emissions equipment calibration and repair, or related mechanical/electrical system maintenance.
• At least one year experience in a role with high customer interaction.
• Alternatively, a related combination of education in mechanical, electrical, electronic, chemical or industrial engineering and experience totaling five years is acceptable. Associate degrees in automotive fields or ASE Certification in emissions can substitute for one year of experience.
