Chief Technology Officer

About the Role

Moeen seeks a proactive Chief Technology Officer to spearhead the evolution of its mobility and logistics platform based in Tripoli, Libya. The role involves hands-on leadership to stabilize, enhance, and architect the platform’s second version designed for scalability, feature expansion, and new business development.

Key Responsibilities

• Strengthen and optimize the existing application and technology framework.
• Troubleshoot and resolve major technical problems, performance constraints, and accumulated technical debt.
• Design and lead the architectural vision and technical pathway for platform version two.
• Be actively engaged in backend development, including coding and conducting code reviews.
• Create scalable systems geared toward supporting company growth and diversification.
• Enhance protocols for testing, monitoring, security, reliability, and deployment efficiency.
• Implement AI-driven tools to boost product development and operational excellence.
• Recruit and manage both internal and external engineering teams aligned with evolving priorities.
• Expand the engineering division progressively in line with business growth.
• Work collaboratively with leadership teams across product development, operations, and customer experience.

Candidate Profile

• Extensive experience in backend software engineering and system architecture.
• Track record of leadership in managing production-scale applications and building scalable or real-time systems.
• Prior exposure to the mobility, logistics, marketplace domains, startups, or high-transaction environments is an asset.
• A hands-on leader who codes, solves complex technical challenges, and fosters growth within engineering teams.
