Role Overview
The Change Management Professional will play an essential role during the strategic stage of the Enterprise Transformation project. This position centers on overseeing the human-focused elements, aiming to reduce disruptions, encourage user acceptance, and facilitate smooth integration of the new COTS platform into the operations of the Public Sector Entity. The ultimate goal is to enable staff to adopt new working methods and maximize the benefits of the digital transformation.
Core Responsibilities
- Design and implement a comprehensive change management strategy and plan tailored to align with program goals and the organizational culture. This includes conducting stakeholder analysis, planning communications, mapping sponsorship, and managing resistance.
- Perform detailed stakeholder analysis to recognize key groups affected—such as leadership, management, frontline employees, and IT personnel—and develop engagement approaches customized to their needs.
- Create and carry out multi-channel communication plans, including newsletters, town halls, intranet updates, and targeted messaging to keep personnel informed and engaged throughout the project duration.
- Collaborate with program sponsors and senior leaders to foster active, visible sponsorship ensuring consistent support and messaging for the change initiatives.
- Identify and address sources of resistance proactively by crafting strategies to minimize negative impacts and encourage positive adoption.
- Form and manage a network of change champions within the client organization to assist with communication flow, feedback collection, and support of change adoption at local levels.
- Evaluate cultural implications of the new systems and processes, designing interventions to realign organizational culture toward the desired future state.
- Work in close coordination with the Program Manager, Technical Project Managers, and Training team to embed change management activities into project plans and ensure training supports behavior shifts.
- Define measurable KPIs to monitor change adoption, user proficiency, and organizational readiness; provide routine reporting on effectiveness.
- Prepare post-implementation sustainment plans including reinforcement strategies, ongoing communication, and integration into HR policies.
Experience and Qualifications
- At least 7 years of focused experience in organizational change management, especially leading initiatives in large-scale IT transformations.
- Proven success in facilitating user adoption, handling resistance, and achieving targeted behavioral changes within complex organizational settings.
- Strong experience preferably within government, public sector, or regulated industries.
- Ability to effectively engage with stakeholders ranging from senior executives to frontline workers.
- Fluent English communication skills, both written and spoken. Knowledge of Arabic is advantageous.
Essential Skills
- In-depth knowledge of established change management frameworks such as Prosci ADKAR and Kotter's 8-Step Process.
- Excellent communication, presentation, and facilitation abilities to influence and negotiate across all organizational levels.
- Strong interpersonal and empathetic skills to build trust with diverse stakeholders.
- Analytical competence to assess organizational dynamics, pinpoint barriers, and devise realistic solutions.
- Understanding of the organizational impact of large IT project implementations.
