Overview
The Billing & Estimation Engineer plays a crucial role in managing the financial aspects and quantity calculations of construction projects. Reporting to the Project Manager or Head of Projects, this specialist ensures accurate contractor billing, cost control, quantity surveying, and project data management to keep construction projects within budget and on schedule.
Primary Responsibilities
- Verify and process both running and final bills of contractors and subcontractors.
- Cross-check executed quantities against approved drawings and site measurements for accuracy.
- Coordinate with site engineers to reconcile completed work and solve billing discrepancies.
- Ensure that all billing complies with contract terms, work orders, and Bill of Quantities (BOQs).
- Maintain comprehensive billing records along with the necessary supporting documentation.
- Prepare detailed estimates and quantity take-offs for residential, commercial, and industrial projects based on drawings and specifications.
- Create BOQs and cost estimates with proficiency in Brickwork Building Measurement (BBM) and overall building estimation.
- Analyze material, labor, and equipment needs for various projects.
- Monitor daily and weekly progress of projects and update project teams accordingly.
- Conduct ongoing project cost monitoring, compare actual expenditures with estimates, and prepare management reports including cost-saving recommendations.
- Manage timely and accurate data entry for project progress, billing, material use, and costs into ERP or project management software.
- Obtain vendor quotations, negotiate terms and prices, evaluate supplier performance, and assist in procurement and purchase decision-making based on technical and commercial reviews.
Qualifications & Experience
- Bachelor's Degree or Diploma in Civil Engineering is mandatory.
- 3 to 8 years of relevant experience in billing, estimation, and quantity surveying focused on building construction projects.
Skills & Competencies
- In-depth understanding of contractor billing, quantity verification, and BOQ preparation.
- Proficiency with BBM and RCC quantity estimation methods.
- Strong expertise in cost monitoring and budget adherence.
- Excellent analytical skills for expenditure analysis compared to actuals.
- Ability to negotiate effectively with vendors and provide thorough commercial evaluations.
- Good communication and coordination skills to manage stakeholder interactions smoothly.
- Experienced user of MS Excel, AutoCAD, and ERP/project management tools such as SAP or Oracle.
- Detail-oriented and able to manage multiple projects simultaneously with problem-solving capabilities.
