About the role

The Tender Manager will report to the General Manager, Winning Work, and will be responsible for leading a centralized tender team that supports the business in winning profitable work. This team is made up of Submissions Managers, Bid Writers, and Bid Leaders, all working together to produce strong, high-quality proposals for clients throughout New Zealand.

This position calls for a solid understanding of what clients value, along with close partnership with operational leaders to define strategy, plan work effectively, and create persuasive submissions that stand out.

The role holds accountability for improving overall bid outcomes, bringing consistency to the way submissions are prepared, and ensuring strong governance across every tender. It also covers bid planning, allocation of resources, and risk control, while introducing better practices, tools, and data-led insights to improve success rates.

Key responsibilities

  • Direct the full tender programme from start to finish, including pipeline planning, resource allocation, timelines, governance, and review checkpoints.
  • Prepare and oversee client-centered tenders and proposals that are commercially sound and compelling.
  • Build bid capability across the organization and ensure consistent, best-practice submission management.
  • Guide and develop operational teams so they can strengthen their ability to win work.
  • Improve systems, workflows, and information handling through continuous process enhancement.
  • Encourage new ideas and innovation in bid development to strengthen competitive advantage.
  • Oversee tender budgets, team expenditure, and use of external support in an effective way.
  • Provide direction on major strategic bids, including the development of winning approaches and positioning.
  • Support bid/no-bid decisions by assessing risks and the likely chance of success.

Experience and requirements

  • At least 10 years of experience in civil construction management, together with a strong background in leading successful strategic tenders.
  • Well-developed people leadership skills, including experience guiding high-performing teams and creating a culture built on safety, trust, loyalty, and innovation.
  • A proactive mindset toward process improvement and a willingness to adopt technology for better results and greater efficiency.
  • Background in business development and a demonstrated ability to build strong networks with clients, design consultants, and partners.
  • Strong commercial judgment and a proven ability to develop engineered solutions for complex challenges.
  • Hands-on knowledge of relevant design processes and how to work within them to meet tender and project requirements.
  • A relevant tertiary qualification such as Civil Engineering, or equivalent practical experience.
