About Language and Learning Foundation
Language and Learning Foundation (LLF) is a non-profit organization committed to enhancing foundational literacy and numeracy skills across India. LLF collaborates closely with state governments to strengthen teacher capabilities, improve classroom practices, and support academic systems through technical assistance and extensive program implementation.
Role Overview
The State Lead role based in Patna, Bihar, is pivotal for overseeing the planning, coordination, and delivery of LLF’s foundational literacy and numeracy initiatives in the state. The incumbent will work in partnership with SCERT, Bihar Education Project Council, and district teams to ensure that LLF’s technical support effectively translates into improved classroom outcomes within demonstration districts and statewide.
Key Responsibilities
- Develop and lead annual, quarterly, and monthly implementation plans in alignment with government priorities.
- Monitor progress against milestones, deliverables, and timelines; proactively address implementation challenges.
- Establish and maintain effective working relationships with SCERT, BEPC, DIETs, and officials at district and block levels.
- Act as LLF’s representative in state-level meetings and review forums.
- Oversee planning and execution of demonstration district models, documenting insights for potential scale-up.
- Coordinate with LLF’s academic, programmatic, and field teams to ensure alignment of design and implementation.
- Implement robust systems for tracking progress and using data from field activities to inform decision-making.
- Support capacity building initiatives for district teams and field personnel.
- Prepare comprehensive program documentation, progress, and donor reports.
- Conduct frequent field visits to support trainings, review sessions, and quality assurance activities across districts.
Candidate Requirements
- Master’s degree in Education, Social Sciences, Public Policy, or related disciplines.
- 6 to 8 years of experience in program management within education or development sectors, including engagement with government systems such as SCERT or DIETs.
- Demonstrated experience managing multi-district or state-level programs.
- Proven leadership abilities and experience coordinating cross-functional teams and diverse stakeholders.
- Exemplary skills in program planning, execution, and problem resolution.
- Exceptional stakeholder management and relationship-building skills.
- Comfort operating within complex government systems and navigating bureaucratic environments.
- Strong communication aptitude and capability to juggle multiple priorities and deadlines.
- Preferably experienced with foundational literacy and numeracy programs.
- Familiarity with national initiatives such as NIPUN Bharat is advantageous.
- Willingness to undertake extensive travel across multiple districts.
