Job Overview
The Senior Specialist Inspector is responsible for planning, conducting, and leading both scheduled and unscheduled inspections to ensure the integrity of equipment and instruments. This role aims to enhance operational efficiency by addressing urgent and recurring equipment issues through investigation and continuous improvement, while strictly adhering to health, safety, and environmental compliance.
Communication
- Maintain regular internal communication with supervisors, sharing reports, performance metrics, and policy updates.
- Support other departments by providing inspection-related services; there is no external communication involved.
Key Responsibilities
- Manage daily inspection activities to improve refinery profitability and ensure plant reliability and safety compliance.
- Execute inspections on equipment and piping according to On Stream Inspection (OSI), Risk Based Inspection (RBI), External Inspection Schedule (EIS), and other inspection programs.
- Plan and complete all Condition Monitoring Location (CML) inspections on equipment and piping, coordinating with the Non-Destructive Testing (NDT) coordinator to prevent overdue tasks.
- Analyze and review inspection intervals based on actual data, such as corrosion rates and remaining life, and coordinate with EIS/APMs to update systems promptly.
- Examine NDT and inspection reports, calculate corrosion rates and remaining life, then submit verified reports to the Document Controller.
- Verify and correct piping data entries, including thickness measurements and specifications, recalculating corrosion rates and remaining life as needed.
- Prepare and submit inspection worksheets after review with Inspection Engineer, ensuring timely documentation.
- Support the RBI team by supplying accurate data and following up on mitigation plan execution, also assisting in root cause analysis (RCA) and Management of Change (MOC) design reviews.
- Act as a Subject Matter Expert (SME) for inspection procedures, evaluate new inspection technologies, and provide assistance during daily Operations, Maintenance, and Engineering (OME) meetings.
- Review Inspection on Welds (IOW) reports and discuss any deviations with corrosion engineers, inspection/RBI engineers, and operations teams; offer support during process upsets or emergencies.
- Monitor inspection worksheet progress, assist with waivers as needed, and participate in risk assessments alongside process safety engineers and OME team.
- Develop inspection scope for EIS equipment prior to Turnaround (TA), Shutdown (SD), and MOC packages with engineering support.
- Join management safety walkthroughs and perform visual inspections of installed clamps per APMS Plan, documenting findings accordingly.
- Coordinate ongoing MOC inspections, including NDT and pressure test requirements.
- Report abnormal site conditions during weekly walkthroughs; provide inspection and NDT support for maintenance workshops and contractor facilities outside YASREF.
- Oversee repair activities ensuring adherence to inspection worksheets and proper closure post-completion.
- Inspect materials with provided Manufacturer Test Certificates (MTC) for MOC and inspection workflows upon request.
- Conduct thermography inspections at designated locations, document findings, and close tasks in the Asset Performance Management System (APMS) as required.
- Support Technical Authority (TA) team regarding Non-Standard Design (NSD) equipment testing, inspection, recommendations, and necessary repairs.
- Inspect coatings of existing and new equipment and piping, supervising inspections during coating repairs.
- Review Post Weld Heat Treatment (PWHT) procedures, monitor activities, and verify hardness values post-treatment.
- Assess welding procedures before activity commencement, validate welder qualifications, inspect welding electrodes, and ensure quality of welding outputs.
- Perform additional assignments as delegated by direct supervisor.
Education & Certifications
- Diploma (2 years) in Chemical, Mechanical, Electrical, or Instrumentation Engineering.
- ASNT Level II certification in UT, RT, VT, MT, and PT.
- APIs certifications: API 570, API 653, and API 510 are required.
- Welding Inspector certification such as CSWIP 3.1 or CWI/AWS.
- Level II certification for Inspector or Coating Inspector.
Experience
Candidate must have seventeen years of relevant work experience in inspection and related fields within refinery or similar industrial environments.
