Senior Manager (IT Infrastructure)

Role Overview

This position leads the planning, delivery, and improvement of the organisation’s IT infrastructure, with emphasis on automation, cost efficiency, and dependable service quality. The role covers daily oversight of servers, networks, and storage, including patching, compliance checks, and other operational controls. It also manages the complete lifecycle of hardware and software assets, supports users across end-user computing, smart devices, and applications, and helps keep IT and digital services performing at a high standard.

The successful candidate will contribute to infrastructure architecture, operational process design, governance, and security for internal teams, vendors, and external partners. The role is also expected to evaluate technologies and partners, maintain strategic vendor relationships, solve implementation and upgrade issues directly, and plan disaster recovery architecture and operations.

IT Operations

• Deliver first-line support for end-user computing, smart devices, application issues, and user onboarding/offboarding activities.
• Maintain and support network equipment such as switches, routers, firewalls, VPNs, and related connectivity tools.
• Assist with server administration, recovery activities, hardware fault resolution, and capacity tracking.
• Oversee infrastructure across servers, networks, cloud environments, and end-user endpoints used by the business.
• Carry out health checks, preventive maintenance, and routine monitoring to keep systems running reliably.

Incident, Problem, and Change Management

• Diagnose and resolve infrastructure incidents that affect service availability.
• Troubleshoot issues and coordinate escalations with internal stakeholders and external vendors.
• Support restoration efforts and take part in root-cause analysis and permanent issue resolution.
• Implement approved changes, upgrades, firmware updates, and patch releases.
• Handle configuration backups, validation testing, and rollback planning.
• Support vulnerability fixes and system hardening tasks.

Vendor, Contract, and Budget Management

• Manage vendors, service agreements, and licensing arrangements, and assess technology options for recommendation.
• Safeguard uptime, performance, and continuity through proactive maintenance and contingency planning.
• Keep digital certificates, software licences, and supporting documentation updated together with the IT team.
• Track infrastructure spending against the approved budget.
• Review contingency plans and ensure they remain sufficient.

Governance, Security, and Compliance

• Develop and maintain governance frameworks, policies, and operating standards that support secure and consistent IT practices.
• Ensure operations align with audit, risk, and compliance expectations.
• Apply security controls, access management, and data protection measures in line with organisational requirements.
• Monitor cyber threats, carry out vulnerability assessments, and support security audits.
• Maintain compliance with data protection and IT governance requirements, including Singapore PDPA and other applicable local regulations.
• Protect IT assets throughout their lifecycle and ensure they are properly accounted for.

AI Adoption and Enablement

• Identify opportunities to use AI tools and capabilities to improve efficiency, decision-making, and staff productivity.
• Support change management and adoption efforts so employees can use AI tools effectively and confidently.
• Define usage guardrails, policies, and governance standards for responsible AI adoption.
• Stay informed on new AI developments and advise leadership on practical investment opportunities.

Strategy and Reporting

• Support IT strategy development across policies, procedures, security, architecture, business solutions, and operational needs.
• Stay updated on trends and innovations in the IT landscape.
• Share knowledge, guide colleagues, and help solve problems across teams.
• Contribute to annual IT budgeting for expenses and investments.

Requirements

This role requires a bachelor’s degree in Software Engineering, Computer Science, Information Technology, Information Systems, Computer Engineering, or a related discipline, along with 5 to 6 years of relevant experience in infrastructure, vendor management, IT procurement, and end-user support. The ideal candidate should have practical experience in IT infrastructure, networking, and systems administration, plus exposure to vendor and contract management. Familiarity with government procurement processes is an added advantage.

Applicants should understand project management principles and ITIL practices such as incident, change, and problem management. Strong troubleshooting ability, clear communication, and good documentation skills are essential. Professional certifications such as MCSE, RHCSA, RHCE, VMware VCP, or ITIL will be considered beneficial.

Technical experience should include Windows desktop and server environments, LAN/WAN networking, VPNs, firewalls, Microsoft Outlook, Microsoft Teams, Active Directory, and cloud platforms such as Azure, AWS, or GCP. A solid grasp of cybersecurity practices and data protection compliance is also expected.
