About the Role

NTU International A/S is preparing to support the European Union-funded project "Technical Assistance to the Energy Transition Support Program in Benin (ATE)", aimed at strengthening governance in the energy sector, enhancing institutional coordination, and facilitating the implementation of necessary reforms for Benin's energy transition.

This technical assistance will support the Directorate General of Energy Planning and Rural Electrification (DGPER), affiliated bodies of the Ministry of Energy, Water and Mines (MEEM), as well as other institutional stakeholders in the sector.

We are seeking a Senior Institutional Reforms Expert to lead organizational reforms, improve sector governance, and reinforce institutional capacities of energy sector actors in Benin.

Main Responsibilities

  • Facilitate institutional and organizational reforms within energy sector bodies.
  • Conduct institutional analyses, organizational diagnostics, and functional evaluations of relevant public entities.
  • Provide technical support to enhance coordination mechanisms and governance within the sector.
  • Assist in drafting and updating strategic documents, institutional frameworks, and monitoring and evaluation tools.
  • Support the structuring and operationalization of agencies and institutions under MEEM.
  • Contribute to implementing governance mechanisms for sector funds and financing arrangements for the energy transition.
  • Help develop result-based management systems and green budgeting approaches.
  • Promote institutional dialogue, intersectoral coordination, and stakeholder consultations.
  • Contribute to the creation of capacity-building and administrative modernization plans.
  • Prepare technical reports, analytical notes, and institutional recommendations.

Educational Background

A master's degree (Bac+5) in public administration, governance, organizational management, public policy, economics, public law, or related fields is required.

Professional Experience

  • At least 10 years of professional experience in institutional reforms, public governance, or capacity building.
  • Proven track record in public sector reform or sector governance projects.
  • Experience with programs funded by the European Union, World Bank, African Development Bank, AFD, GIZ, or other international donors.

Specific Expertise

  • A minimum of 7 years in institutional reforms or public governance support.
  • Demonstrated skills in organizational analysis, institutional restructuring, or administrative modernization.
  • Strong knowledge of interinstitutional coordination mechanisms and public management systems.
  • Experience in the energy, infrastructure, or public services sectors is highly advantageous.
  • Experience working in Sub-Saharan Africa, especially West Africa, is strongly preferred.
  • Familiarity with Benin or the ECOWAS region is considered a benefit.

Languages

  • Fluent French (minimum C1 level) both spoken and written.
  • Working knowledge of professional English is an asset.
