Property Assessor

Position Overview

The City of Regina seeks a Property Assessor to contribute to property evaluation and taxation activities. This role involves collecting, verifying, and updating key property data through inspections and analysis to ensure equitable property assessments.

Key Responsibilities

• Examine building permits, plans, and drawings to prepare inspection materials.
• Conduct site inspections measuring and validating property attributes including size, quality, construction type, and changes such as new builds, renovations, or demolitions.
• Engage with property owners or their representatives to provide information and address inquiries.
• Maintain detailed records including sketches, diagrams, and associated property data.
• Calculate and update assessed property values in information systems.
• Verify data accuracy and assist with inquiries, appeals, and review processes.
• Support assessment appeal preparation and participate in related activities.
• Handle year-end and roll closing procedures.
• Assist in gathering and analyzing property sales and market data.
• Respond effectively to customer requests for information and research administrative reports.
• Contribute ideas to optimize work processes and maintain compliance with documentation and corporate records management standards.
• Utilize software tools to search, input, validate, manipulate, export, and generate reports from various applications.
• Perform additional duties as assigned.

Qualifications

• Completion of a two-year post-secondary diploma or bachelor's degree in economics or commerce, supplemented by one or two levels of courses from the Appraisal Institute of Canada; or graduation from a two-year Real Property Assessment Certificate Program.
• Possession of a Class 5 Driver's Licence.
• At least five years of experience in property assessment or mass appraisal environments.
• Licensure with the Saskatchewan Assessment Appraisers Association required after further courses and work experience.

Knowledge and Competencies

• Understanding of property valuation, assessment, taxation, and building permit protocols.
• Familiarity with office administration, customer service, collective agreements, bylaws, policies, procedures, and health and safety regulations.
• Proficiency with office productivity software, internet browsers, enterprise and discipline-specific software, and relevant technology.
• Strong communication abilities to explain technical information, discuss sensitive matters, and apply de-escalation techniques when needed.
• Skill in reading and interpreting plans and drafting clear sketches.
• Capability to prioritize tasks and manage workflows to meet deadlines.
• Initiative in suggesting improvements to work processes and providing excellent customer service.

• Application of a satisfactory criminal record check is required as per policy.
• Proof of education must be provided.
• Additional assessments may evaluate competencies and knowledge.
• If the Property Assessor role cannot be filled, candidates with relevant skills may be considered for an Assistant Property Assessor position with a salary range of $26.51 to $34.28 per hour or $50,544 to $65,358 annually.
