Role Overview

The Project Quality Manager (PQM) is accountable for crafting and implementing quality strategies and plans to ensure adherence to established codes, standards, regulations, policies, procedures, and contractual obligations.

Key Responsibilities

• Comprehend contract and subcontract requirements.
• Understand local quality-related regulations.
• Develop and maintain the Project Quality Plan.
• Ensure adequate QA/QC resources support all project phases including design, procurement, fabrication, supplier surveillance, handling, construction, and commissioning.
• Report project quality metrics to Area Welding & QA/QC Manager and Area Quality Manager.
• Oversee project quality training completion and documentation.
• Ensure adherence to HSE requirements within scope of work.
• Serve as the central point for quality issues and resolutions on the project.
• Advise the project team on QA/QC matters.
• Manage procedure program execution including development, revisions, and compliance.
• Coordinate with engineering to develop QA/QC plan details and Inspection and Test Plans (ITPs).
• Establish and implement project-specific quality control procedures.
• Develop preventative maintenance schedules for contract materials and equipment.
• Liaise with corporate welding technology for WPS and PQR development.
• Implement production test plate requirements and maintain welder performance qualifications.
• Manage material identification and traceability requirements.
• Review project deliverables for quality compliance.
• Participate in subcontracting and procurement to ensure quality standards.
• Evaluate subcontractor and supplier quality documentation.
• Oversee onsite QC inspection and testing activities.
• Control weld rod and filler material handling.
• Coordinate NDE activities and maintain tracking systems.
• Lead quality control training, inspection logs, and non-conformance handling with client approvals.
• Investigate welding performance issues.
• Maintain quality documentation and records for the project.
• Monitor compliance with quality objectives, codes, and contract demands.
• Coordinate QA audits as per audit program.
• Act as CB&I Quality Management Representative liaising with client inspection personnel.

Local Project Requirements

• Provide guidance on quality management, welding, NDE, PWHT, and QC methods implementing CB&I’s Quality Management System.
• Comply fully with all CB&I business conduct, safety, and ethics policies.
• Execute project quality management system requirements per contract.
• Develop project quality and contract quality plans.
• Create inspection plans, welding procedures, and QC deliverables aligned with contract needs.
• Manage multi-discipline QA/QC across civil, structural, piping, insulation, painting, electrical, and instrumentation.
• Organize client pre-inspection meetings for inspection and test plan reviews.
• Establish and manage supplier quality surveillance plans based on criticality and inspection levels.
• Maintain productive relationships with internal and external stakeholders.
• Ensure all operations comply with regulations, codes, CB&I procedures, industry standards, and contract specifics.
• Plan resource allocation, conduct training, and oversee certifications for welding, NDE, and QA/QC personnel.
• Verify material receiving inspections and address discrepancies promptly.
• Review vendor documents for contract compliance.
• Apply effective problem-solving techniques to prevent recurrence of non-conformances.
• Facilitate training and development efforts to enhance project outcomes and career growth.
• Conduct site quality audits and evaluate quality personnel.
• Oversee preparation and submission of quality dossiers.

Qualifications

• Bachelor’s degree preferably in Welding Engineering, Welding Technology, Industrial Technology, Mechanical Engineering with welding focus, or Materials Science. Alternatively, Associate degree in Welding Technology with applicable experience.
• At least 15 years of relevant experience including minimum 5 years as Project Quality Manager.
• ISO 9001:2015 Internal or Lead Auditor certification is desirable.
• Strong leadership, communication, analytical, problem-solving, and risk management abilities.
• Experience in welding engineering and familiarity with NDE methods (VT, MT, PT, SFT, RT).
• Comprehensive knowledge of industry codes and standards such as ASME and API.
• Understanding of ferrous and non-ferrous metallurgy.
• Result-driven with excellent management, organizational, prioritization, and teamwork skills.
• Proficient computer skills, including electronic document management systems.

• Knowledge of codes and standards including ASME Sections II, V, VIII, IX; ASTM, API 650, API 620; AWWA D100; AWS D1.1; ASME B31.3; ASME B16.5/B16.47; and ISO 9001 Quality Management System standards.
