Role Overview

The organization seeks an experienced and highly structured Project Manager to oversee security and software system projects within Saudi Arabia. Preference is given to candidates with hands-on experience managing projects under HCIS regulations and standards. Key responsibilities include comprehensive project delivery oversight, focusing on quality adherence, regulatory compliance, budget control, and schedule maintenance.

Key Duties

• Direct multiple simultaneous projects from initiation through engineering, procurement, construction, commissioning, and closing phases.
• Formulate strategies for project execution including master schedules and resource allocations ensuring milestone completion per contract terms.
• Lead coordination efforts among Project Engineers, Site Managers, engineering teams, procurement, quality assurance, health and safety officers, finance departments, and subcontractors.
• Track critical project metrics such as schedule progress, cost performance indices, budget status, cash flow, cumulative costs, estimates to complete, actual costs, gross profit margins, and resource use efficiency.
• Detect risks, interdependencies, and delays early, implementing mitigation and recovery procedures as necessary.
• Ensure approvals for engineering deliverables, procurement of critical long-lead materials, subcontractor performance management, and site preparedness are timely.
• Maintain strong client engagement via progress reviews, resolving technical and contractual challenges, and facilitating necessary approvals.
• Oversee contractual documentation, including correspondence, claims, change orders, time extensions, billing, and payment reconciliations.
• Assure full compliance with all contractual, procedural, quality, health, safety, environmental, and client-imposed standards.
• Prepare and deliver regular performance reports, forecasts, dashboards, and strategic insights to senior leadership.
• Champion continuous process improvement, standardization, best practice sharing, and effective project closure for all assigned contracts.

Qualifications and Skills

• A Bachelor's degree in Engineering, Project Management, IT, or a related discipline is required.
• 5 to 7+ years of project management experience, preferably in security systems or ICT sectors.
• Experience with HCIS standards is highly desirable.
• Comprehensive knowledge of project management methodologies; possession of PMP certification is advantageous.
• Strong leadership, organizational, and communication abilities.
• Demonstrated capacity to manage pressure and multiple stakeholder expectations.
• Proficient English language skills; Arabic language skills are favorable.
• Availability for full-time onsite work based in Riyadh, with potential mobility across Saudi Arabia for future projects.
