About the Role

As an HSSE Manager at Kent, you will lead and oversee all Health, Safety, Security and Environmental standards for the MorGen Project, ensuring compliance with local legislation and client-specific requirements.
Responsibilities
- Develop and maintain the HSSE governance framework aligned with contract and legal standards for the EPCM Contractor.
- Ensure compliance with KSA/GCC Construction (Design and Management) Regulations 2015 and statutory duties for all contractors involved.
- Lead the creation and upkeep of Project and Construction HSSE Plans collaboratively with contractors and stakeholders.
- Promote a robust safety culture by providing visible leadership and commitment to risk prevention affecting people, environment, and communities.
- Verify contractor adherence to HSSE management systems, permit-to-work protocols, and emergency response arrangements.
- Implement and sustain a rigorous HSSE Management System based on ISO 45001 and ISO 14001 standards.
- Guarantee that all operations are underpinned by competent personnel, appropriate risk assessments, method statements, and permits.
- Apply and enforce the hierarchy of risk control to minimize risks, managing any residual exposure effectively.
- Supervise critical operations involving lifting, equipment handling, inspections, testing, and certification procedures.
- Define HSSE critical roles, assess training needs and competencies, and implement necessary development actions.
- Conduct mandatory inductions and ongoing HSSE awareness training for all workers and visitors.
- Manage incident reporting and investigation, ensuring prompt notifications under MorGen and regulatory obligations such as RIDDOR.
- Lead comprehensive investigations to identify root causes and monitor corrective action implementation and knowledge sharing.
- Plan and execute audits, inspections, and various assurance activities, reporting on HSSE trends and performance.
- Ensure adequate welfare, environmental protections, waste management, and emergency preparedness are in place and maintained.
- Hold authority to halt unsafe work practices and escalate issues to project and client leadership when necessary.
- Perform additional duties as assigned within the scope of expertise to support organizational objectives and flexibility.
Candidate Profile
- Extensive knowledge of KSA/GCC HSSE legislation, including Construction (Design and Management) Regulations 2015 and construction-specific HSSE requirements.
- At least 10 years' HSSE experience with a minimum of 5 years in senior leadership roles focused on construction or EPCM projects.
- Possession of NEBOSH National Diploma in Occupational Health & Safety or equivalent advanced qualifications (NVQ Level 6/7, BSc or MSc in Health & Safety).
- Membership or strong preference for Graduate or Chartered IOSH status (GradIOSH / CMIOSH).
- Proven expertise in construction HSSE management in compliance with KSA/GCC regulations and EPCM project delivery frameworks.
- Skilled in developing and implementing HSSE management systems aligned with ISO 45001 and ISO 14001 or equivalents.
- Effective leadership and influence over senior stakeholders, contractors, and cross-disciplinary teams.
- Strong risk management skills applying hierarchy of controls and control-of-work systems effectively.
- Competence in incident investigation, performance monitoring, and driving continuous improvement initiatives.
- Excellent verbal and written communication skills in English; ability to engage and coach diverse teams.
