Overview

The HSE Manager will lead, implement, and continually enhance all Health, Safety, and Environmental functions for the RCRC Bridges Project. This position requires strategic leadership and operational oversight to guarantee that all construction of bridges and infrastructure follows project guidelines, RCRC standards, Saudi Arabian laws, and global best practices.

Role Responsibilities

Create and execute the Project HSE Management Plan in line with project goals and client needs.
Set project-wide HSE policies, procedures, standards, and objectives.
Drive a proactive safety culture emphasizing prevention, responsibility, and ongoing improvement.
Offer strategic HSE guidance to project managers, construction teams, and contractors.
Aim for zero incidents and harm throughout project delivery.
Ensure integration of HSE concerns into every project phase from planning to completion.
Oversee hazard identification and risk evaluation procedures across all project operations.
Implement and monitor safety mitigation tactics effectively.
Keep and update risk registers focused on HSE risks and opportunities.
Host frequent risk assessment workshops with relevant stakeholders.
Supervise contractor and subcontractor compliance with HSE requirements and conduct regular performance evaluations.
Review contractors' HSE plans, procedures, and qualifications.
Ensure the distribution of sufficient HSE resources throughout work sites.
Hold contractors accountable through vigilant performance monitoring and corrective actions.
Lead investigations into accidents, incidents, near misses, and unsafe situations, determining root causes and defining corrective/preventive plans.
Report incidents promptly to management and clients, analyze trends, and promote safety advancements.
Oversee traffic and road safety measures related to active bridge and infrastructure construction, coordinating with engineers and authorities for compliance.
Support road safety audits and safety initiatives related to transportation.
Implement environmental management plans ensuring adherence to environmental regulations, permits, and client specifications.
Encourage sustainability and environmental responsibility on site.
Develop and conduct HSE inspection and audit programs, including site inspections to verify standards compliance.
Manage corrective action follow-ups from audits and inspections.
Create and deliver HSE training, awareness activities, and competency-building programs for all project personnel.
Lead safety campaigns, behavioral safety programs, safety leadership walks, and workforce safety engagement.
Maintain and drill emergency preparedness procedures, coordinate with emergency services, and manage incident response and recovery.
Monitor HSE performance via KPIs, reporting progress to project leaders and clients while recommending enhancements.

Qualifications & Experience

Bachelor's degree in Occupational Health & Safety, Environmental Engineering, Civil Engineering, or related field.
Mandatory NEBOSH Diploma or equivalent advanced HSE certification.
Additional certifications such as NEBOSH, IOSH Managing Safely, OSHA are advantageous.
15 to 20 years of HSE experience in construction and infrastructure projects, including at least 10 years in senior HSE leadership roles.
Experience handling projects valued over USD 250 million.
Proven track record working with international consultants, PMCs, government bodies, and major contractors.
Preferred prior experience in Saudi Arabia and the GCC region.
