About the Role
This opportunity is for a motivated and experienced HR Officer to support a growing contracting business in Dubai. The position focuses on end-to-end hiring, smooth day-to-day HR administration, and adherence to UAE Labour Law along with internal company rules. The role is especially suited to someone who has practical recruitment experience across both white-collar and blue-collar hiring, ideally in the construction sector.
Key Responsibilities
- Handle the complete recruitment process from identifying candidates and shortlisting to interviews and onboarding.
- Run large-scale hiring for blue-collar positions such as labourers, drivers, technicians, and operators.
- Source and recruit white-collar staff across functions like engineering, administration, finance, and support teams.
- Build and maintain productive partnerships with local and overseas manpower agencies for blue-collar staffing needs.
- Assess recruitment agencies, agree commercial terms, and track hiring timelines and candidate quality.
- Support visa processing, mobilisation, and onboarding for overseas employees.
- Draft employment contracts, offer letters, and other HR-related documents.
- Make sure HR activities align with UAE Labour Law, company policies, and internal procedures.
- Contribute to HR projects, policy rollout, and process improvement efforts.
- Compile recruitment summaries and HR reports for management review.
Requirements
- A bachelor's degree in Human Resources, Business Administration, or a similar discipline.
- At least 3 to 5 years of HR experience in the UAE, preferably in construction or contracting.
- Demonstrated success in hiring both blue-collar and white-collar employees.
- Strong exposure to manpower suppliers and international recruitment partners.
- Solid knowledge of UAE Labour Law and modern HR practices.
- Experience supporting overseas hiring, including documentation and mobilisation.
- Strong interviewing, communication, and negotiation abilities.
- Well-developed organisation and time-management skills.
- Comfort using Microsoft Office and HR software/systems.
- Ability to manage several vacancies at once in a busy, fast-moving setting.

This is a full-time, onsite position based in Dubai, United Arab Emirates. The company seeks someone who can contribute immediately to recruitment and HR operations in a construction environment.
