Finance Operations Manager

Overview

The Finance Operations Manager role involves managing the comprehensive financial activities of the organization, emphasizing accuracy, regulatory adherence, and operational efficiency in areas such as accounts payable, receivable, treasury, payroll integration, and financial reporting. The position serves as a critical link between everyday financial transactions and long-term strategic financial objectives, guaranteeing strong internal control systems and workflow alignment with business goals.

Key Responsibilities

• Manage complete financial operations including AP, AR, General Ledger, treasury functions, and reconciliations.
• Ensure all monthly, quarterly, and annual closing activities are completed on schedule and with precision.
• Oversee cash management, banking relationships, and optimize working capital usage.
• Review and authorize journal entries, accruals, and monthly adjustments to maintain financial accuracy.
• Ensure compliance with Saudi financial regulations such as Zakat, VAT (ZATCA), the Wage Protection System (WPS), and GOSI contributions.
• Maintain and strengthen internal controls in line with company policies and financial standards.
• Collaborate with external auditors and regulatory authorities for audits and statutory inspections.
• Adhere to International Financial Reporting Standards (IFRS) and local Saudi accounting requirements.
• Prepare accurate financial reports, dashboards, and perform variance analysis for senior leadership.
• Assist with budgeting, forecasting, and financial planning across diverse business entities, including Facilities Management, Construction, Engineering, Technology, Manufacturing, and Oil & Gas services.
• Deliver cost evaluations and profitability assessments per project, entity, or business line.
• Promote finance function automation and process standardization across subsidiaries.
• Manage ERP systems, specifically Oracle Fusion finance modules, guaranteeing system data integrity and efficiency.
• Identify opportunities to reduce manual processes and shorten financial closing cycles.
• Lead, mentor, and develop finance operations personnel including AP/AR and treasury specialists and accountants.
• Set key performance indicators and oversee performance assessments for direct reports.
• Work with HR, Procurement, and Business Development teams on financial aspects related to workforce expenses, project budgets, and contractual terms.
• Engage with banks, auditors, tax professionals, and governmental bodies such as ZATCA, GOSI, and the Ministry of Human Resources.
• Support financial evaluations of contracts and tenders in collaboration with the bidding teams.

Qualifications & Experience

• Bachelor's degree in Finance, Accounting, or a relevant discipline; advanced degrees (Master's, MBA) or certifications (CPA, CMA, ACCA) are highly favored.
• 8 to 12 years of progressive experience in finance, including a minimum of 3 to 5 years in managerial roles.
• Experience managing finance in multi-entity groups, especially within Facilities Management, Construction, Engineering, or Oil & Gas sectors.
• Comprehensive understanding of Saudi financial regulations, including Zakat, VAT, WPS, GOSI, and financial labor law provisions.
• Proficient knowledge of Oracle Fusion or comparable ERP finance solutions.
• Advanced expertise in Microsoft Excel and familiarity with financial modeling and reporting applications.
