About the Role
Joining the Maryland Department of Human Services means becoming part of a statewide team delivering critical economic support, preventive services, and care to over a million Maryland residents annually. This full-time contractual position, based at the Procurement Unit located at 25 South Charles Street, Baltimore, supports the agency’s mission by analyzing procurement operations to enhance efficiency, compliance, and effectiveness in line with COMAR Title 21 and DGS-OSP policies. The role involves collaboration across teams, development of reports and dashboards, aiding new system rollouts, and training staff.
Key Responsibilities
- Research and collect data concerning current procurement methods, organizational frameworks, financial performance, and regulatory compliance to identify inefficiencies and gaps.
- Analyze operational data and performance metrics to recognize patterns, forecast outcomes, and suggest improvements for procurement processes across programs and 24 local social service departments.
- Create and deliver detailed reports, data visualizations, and presentations aimed at senior leadership that summarize analyses and propose actionable strategies.
- Work closely with stakeholders to align recommended improvements with the department’s goals and ensure successful adoption.
- Assist with the deployment of new procurement technologies, including technical support, user testing feedback, and evaluation of post-implementation performance.
- Provide guidance and training to procurement personnel to familiarize them with updated systems and best practices.
Qualifications & Eligibility
Educational requirement is a high school diploma or equivalent. Four years of related administrative or professional experience are required, but candidates may substitute college credit hours or degrees for experience, as detailed:
- 30 college credits may substitute one year of experience, up to four years.
- A Bachelor’s or Master’s degree may replace the required years of experience.
- Relevant U.S. Armed Forces commissioned officer experience may also substitute on a year-for-year basis.
Preferred Skills and Experience
- At least one year’s experience with data analysis tools such as pivot tables, Power BI, Tableau, or Looker Studio for dashboard creation and metrics reporting.
- Proficiency with Microsoft Office Suite or equivalents, including Word, Excel, PowerPoint, and Outlook.
- Experience building and managing dashboards, scorecards, and operational reports that aid decision-making.
- Familiarity writing SQL queries or using programming languages like Python or R for data extraction and transformation.
- Strong communication and presentation skills for translating complex data insights clearly.
- Experience training or mentoring staff on new processes, systems, or analytical tools.
Additional Information
The successful candidates will be part of an eligible employment list for no less than one year after recruitment. Contractual employees working 30+ hours weekly may qualify for subsidized health benefits covering 75% of premiums paid by the State, with the remaining 25% paid by the employee. Additional optional insurance plans are available at full employee cost. Leave accrual is based on hours worked and capped annually.
