Job description
Role Summary
As an Assistant Manager in Estate Management, you will contribute to the supervision and upkeep of State-owned properties. Key duties include managing property handovers, conducting maintenance inspections, implementing both corrective and preventive maintenance activities, and handling communications with stakeholders.
Key Responsibilities
- Perform regular inspections of properties, identify necessary repairs or enhancements, and oversee term contractors such as those handling vector control, landscaping, and cleaning, ensuring their contract compliance and assessing their performance for payment authorization.
- Evaluate cost estimates and quantities, including the preparation of tender documents to facilitate procurement processes.
- Supervise and coordinate the design and construction phases of projects from start to finish, making sure deadlines and budgets are strictly adhered to.
- Manage the process of property returns from government entities or private tenants, evaluate reinstatement requirements, and collaborate closely with relevant stakeholders to ensure properties are handed back free from encumbrances.
- Respond to public feedback or incidents, proactively suggesting and implementing preventive measures to ensure the safety and usability of property assets.
- Oversee the appointed agent responsible for managing vacant land and buildings not yet allocated.
- Occasionally participate in island campsite operations and event management activities.
- Engage in inter-agency meetings to develop collaborative solutions addressing challenges related to maintenance and municipal infrastructure provision.
- Explore and implement advanced technology solutions to enhance current maintenance processes.
Candidate Profile
- Educational background in Facilities, Estates or Environmental Management, Quantity Surveying, Civil, Electrical, or Mechanical Engineering, or related fields.
- Excellent analytical, communication, and interpersonal skills.
- Strong technical expertise with comprehensive understanding of contract administration, both pre- and post-contract phases.
- Technologically adept with innovative and creative thinking capabilities.
- Willingness to occasionally work at offshore island locations.
