Overview
The Administrative Services Division (ASD) within the New Mexico Human Services Department (HSD) provides critical support services, handles financial controls, and manages reporting activities. The ASD aims to ensure maximum accountability and efficiency through well-designed business procedures. The department oversees a substantial budget of roughly $9.3 billion, funded from diverse sources.
Position Summary
The ASD Director serves as the Chief Financial Officer (CFO) and senior leader responsible for the financial health and solvency of each agency division. This role supervises various functions, including budget management, procurement, accounting, accounts payable and receivable, restitutions, state disbursement unit, federal grant reporting, as well as department property and material management.
Key Responsibilities
- Oversee and fully manage all division services, internal support functions, and bureaus within the ASD, including policy recommendation and implementation.
- Develop and execute departmental goals, objectives, priorities, and policies.
- Plan and coordinate the division’s work plan via subordinate staff, assign projects, review methodologies, and resolve operational problems.
- Evaluate workload, administrative systems, and reporting structures to identify areas for improvement and implement necessary changes.
- Recruit, train, motivate, assess, and discipline staff as needed to maintain effective performance.
- Direct budget development and administration, approve forecasts and expenditures, and carry out budgetary adjustments.
- Represent ASD in dealings with other departments, officials, and external organizations, ensuring coordinated activities.
- Participate in professional groups to remain up-to-date on public administration, finance, and information service innovations.
- Perform additional duties as required.
Required Knowledge and Skills
- Comprehensive understanding of ASD operations and services.
- Strong knowledge of state finance, accounting principles, and New Mexico's Model of Accounting Practices (MAPs).
- Experience with program development and state-level budget preparation and administration.
- Ability to supervise, train, and evaluate staff effectively.
- Familiarity with applicable federal, state, and local laws and regulations.
- Capability to manage and lead ASD programs and activities, adjust policies, and respond to community and organizational concerns.
- Skills in analyzing problems, devising alternatives, and implementing decisions aligned with goals.
- Excellent verbal and written communication skills and the ability to maintain strong working relationships.
