Job description

Role Overview

This position integrates quality, health, safety, and environmental (QHSE) practices into everyday tasks and holds responsibility for QHSE within the operational line. The role emphasizes the promotion of Vision Zero to maintain an incident-free environment and adherence to safety protocols, including hazard identification and risk assessments (HIRA), and Seatrium Life Saving Rules.

Key Responsibilities

  • Champion safety standards by embedding safe work behaviors and supporting health and safety initiatives.
  • Identify and intervene in unsafe acts or conditions, ensuring timely incident documentation and resolution.
  • Conduct and enforce risk assessments prior to task execution, maintaining compliance with the HSE Manual and Environmental Management standards.
  • Uphold mutual respect and care among colleagues through exemplary workplace behavior, addressing conflicts and enforcing related guidelines.
  • Perform performance evaluations and provide constructive feedback while managing disciplinary processes for subordinates.
  • Oversee project scope identification, maintain and update Bills of Quantities (BOQ), manage material reconciliation, wastage control, and track quantities effectively.
  • Execute contractual re-measurement tasks, material take-offs (MTO) and re-measurement take-offs (RTO) aligned with contract requirements.
  • Coordinate and participate in site quantity inspections with clients, subcontractors, vendors, and internal teams.
  • Review and approve subcontractors' MTOs and progress claims accurately.
  • Forecast project quantities, costs, and revenues for internal and customer reporting.
  • Reconcile material usage records against SAP purchase orders, owner-supplied registers, and cutting plans.
  • Contribute to weekly cost and commercial meetings and prepare monthly commercial summary reports for quantity surveying.
  • Support billing and estimation teams by providing measurement data and quantity summaries.
  • Undertake international assignments as required by management.

Required Qualifications and Experience

  • Bachelor’s degree in Quantity Surveying, Engineering, Construction Management, or a related field.
  • At least 3 years of experience in commercial or quantity surveying, preferably on conversion or EPC projects.
  • Proficient in re-measurement processes, BOQ preparation, MTO/RTO, cost control, and contract administration.
  • Experience evaluating subcontractor measurements, claims, and payment progress.
  • Familiarity with SAP or equivalent systems for material tracking and reconciliation.
  • Strong understanding of safety regulations, HIRA, Life Saving Rules, and QHSE standards.
  • Capability to conduct and interpret risk assessments related to work activities.
  • Effective communication skills for coordination with clients, subcontractors, and internal teams.
  • Leadership skills in promoting safety, mutual respect, and professional conduct.
  • Competent in performance monitoring and basic personnel management.
  • Excellent analytical skills and attention to detail.
  • Ability to work under pressure and handle multiple priorities simultaneously.
  • Willingness to travel internationally for assignments as necessary.

Work Location and Schedule

Work will be conducted at Seatrium (SG) Pte. Ltd., Tuas Boulevard Yard, 80 Tuas South Boulevard, Singapore 637051. Island-wide transportation is provided for employees.

Working hours are Monday through Thursday from 8:00 am to 5:15 pm, and Friday from 8:00 am to 4:30 pm.
