Role Overview

The Programme Officer (Outreach and Engagement) is responsible for collaborating with assigned centres to plan and execute programmes that encourage meaningful interactions between the community and clients/caregivers. The role involves partnering with community organisations, volunteers, and internal multidisciplinary teams—including allied health professionals such as psychologists, social workers, occupational therapists, physiotherapists, speech-language therapists, and training officers—to design and implement impactful programmes both within and outside the centres.

Key Responsibilities

  • Forge and maintain professional and social relationships with local communities to utilise community resources and volunteers effectively for clients’ benefit.
  • Sustain community partnerships to promote volunteerism, community engagement, integration, and inclusion of clients.
  • Organise recruitment, deployment, training, and appreciation initiatives for volunteers and community stakeholders.
  • Act as a liaison with community partners to increase disability awareness and foster inclusion in the operational area of the centre.
  • Collaborate with training officers and multidisciplinary teams to implement and continuously improve programme activities and curriculum based on identified gaps.
  • Manage day-to-day operations and activities at the Community Inclusive Space/Drop-in Centre.
  • Develop and implement programmes for clients and caregivers within community inclusive settings.
  • Orient, recognize, and help retain volunteers and community partners.
  • Ensure safety and well-being of all participants during programme activities through risk assessment and management.
  • Oversee smooth operations of retail, workshop, and drop-in centre areas within the Community Inclusive Space.
  • Support service delivery to the community/general public with client involvement.
  • Facilitate community workshops involving clients, caregivers, and community members.

Required Qualifications and Skills

  • Diploma or higher qualification in Social Work, Psychology, Community Services, or related fields with a minimum of two years' relevant experience.
  • Experienced training officers or teacher aides interested in programme or curriculum planning are encouraged to apply.
  • Excellent interpersonal and communication skills, both written and verbal.
  • Strong organisational capabilities and a team-oriented mindset.
  • Self-motivated, independent, adaptable, and sensitive to the needs of individuals with intellectual disabilities.
  • Willingness to work closely with persons with intellectual disabilities.
