Role overview
Harambee Youth Employment Accelerator is hiring a Procurement and Finance Officer in Kigali, Rwanda. The organisation works to address youth unemployment through partnerships, data-led solutions, and pathways to opportunity for young people across Africa. This position is part of the operational backbone that helps ensure resources are managed properly and support is delivered effectively.
Reporting to the Country Manager, the officer will be responsible for procurement coordination, supplier support, payment processing, financial tracking, record management, and audit preparation. The role requires strong accuracy, accountability, and collaboration across teams in Rwanda and South Africa.
Key responsibilities
- Handle and monitor payments for suppliers, programme activities, and operational needs.
- Keep financial records accurate and support reconciliation work.
- Coordinate procurement activity from the initial request stage through to delivery.
- Manage supplier documentation, payment follow-up, and procurement files.
- Make sure procurement and finance work follows internal rules and donor compliance requirements.
- Track budgets, spending, and upcoming payment obligations.
- Maintain records that are ready for audit and assist with both internal and external audits.
- Draft reports on procurement and payments, and highlight opportunities to improve processes.
- Work closely with programme, finance, procurement, and operations teams across Rwanda and South Africa.
How the role works
- Coordinate with internal teams and suppliers to ensure goods and services are delivered on time and in line with requirements.
- Support procurement planning and supplier sourcing activities.
- Check documentation carefully for accuracy and compliance.
- Track the full procurement and payment flow until completion.
- Maintain organised trackers, records, and reporting tools.
- Help strengthen financial controls, transparency, and accountability.
- Identify risks, resolve issues, and support process improvements.
- Balance precision with a practical, solution-oriented approach.
Minimum requirements
- At least 3 years of experience in finance, accounts payable, procurement, supplier management, or a similar area.
- Hands-on exposure to procurement processes, payment handling, supplier coordination, document control, and internal controls.
- Solid knowledge of procurement procedures, supplier management, payment workflows, and audit expectations.
- Good Microsoft Office ability, especially Excel, Word, and Outlook.
- Experience with reconciliations, payment monitoring, procurement records, budget tracking, and reporting.
- Strong written and spoken English.
- Kinyarwanda fluency is required; French is an added advantage.
Preferred background
- Previous work in an NGO, donor-funded setting, or other compliance-heavy environment.
- Working knowledge of accounting tools such as QuickBooks, Sage, or comparable systems.
- Experience assisting with external audits and compliance processes.
- Exposure to procurement reporting and supplier performance tracking.
