Overview
CVP is looking for a Policy Education Analyst to contribute to the creation, upkeep, and delivery of education materials and training resources related to the OPTN (Organ Procurement and Transplantation Network) policies and committee onboarding processes. This position supports HRSA's Policy Process and Committee Support Services by simplifying complex policy, clinical, operational, regulatory, and governance information into clear, role-specific educational content. The candidate will work from HRSA-provided foundational materials such as source files, eLearning modules, and training videos, updating them with required software tools.
Key Duties
- Develop and manage the OPTN Policy Education Plan and associated educational resources.
- Maintain the Committee Training and Onboarding Plan.
- Create and revise educational content based on HRSA baseline materials.
- Convert intricate policy and related content into plain-language education products.
- Design education materials explaining policy goals, requirements, governance, impacts, operational effects, and necessary stakeholder actions.
- Produce onboarding and refresher trainings tailored to various roles including committee members, leaders, patient representatives, SMEs, and other participants.
- Coordinate onboarding and refresher sessions before committee deliberations.
- Develop and update diverse materials such as slide decks, FAQs, infographics, videos, microlearning units, job aids, guides, scripts, and facilitator notes.
- Collaborate with HRSA, OPTN committees, policy liaisons, coordinators, SMEs, communication and data teams, IT staff, and contractors to ensure content accuracy and consistency.
- Maintain version control of educational materials, attendance and training records within HRSA-approved repositories.
- Ensure all materials are accurate, accessible, Section 508 compliant, written in plain language, and suitable for public or committee use.
- Manage review cycles including comment tracking, feedback incorporation, approval processes, and timely updates.
- Support distribution and maintenance of educational content via OPTN360 or other designated platforms.
- Enforce consistency by following templates, style guides, glossaries, source content, file naming conventions, and version controls.
Requirements and Qualifications
- Bachelor’s degree is mandatory.
- Minimum four years of experience in instructional design, eLearning development, healthcare or public health education, policy education, committee training, stakeholder education, or related communication roles.
- Proven ability to develop and sustain educational materials for complex healthcare, regulatory, public health, or federal environments.
- Skilled in translating technical, clinical, policy, regulatory, or operational content into accessible, plain-language training materials.
- Experience creating role-based onboarding, refresher training, webinars, job aids, FAQs, scripts, facilitator notes, and microlearning resources.
- Proficient in updating and maintaining education products from existing source files and baseline materials with version control.
- Experienced in managing review and approval workflows including feedback integration and documentation.
- Familiar with producing Section 508-compliant or accessibility-ready materials.
- Strong skills in writing, editing, instructional design, organizational coordination, stakeholder communication, and quality assurance.
- Capabilities in leading educational workstreams and collaborating with multiple stakeholder groups including government entities.
- Eligible to obtain Public Trust clearance (U.S. Citizenship required).

- Articulate 360 Storyline and Rise for eLearning development.
- TechSmith Camtasia for video editing.
- Vyond for animation and video content.
- Canva and Adobe Illustrator for design tasks.
- Adobe Acrobat Pro for PDF management.
- Microsoft Office suite: PowerPoint, Word, Excel, Outlook, and Teams.
- Microsoft 365 tools including SharePoint and OneDrive for collaboration.
- Platforms for virtual meetings and training delivery such as Microsoft Teams, Zoom, or Webex.
- Experience managing source files, version-controlled repositories, and collaborative review processes.
Preferred Background
- Prior experience with HRSA, OPTN, transplant or organ donation programs, healthcare quality, patient safety, clinical operations, or federally regulated healthcare initiatives.
- Involvement in efforts related to policy implementation, committee operations, public-facing policy education, stakeholder training, or governance matters.
- Familiarity with OPTN360 or Microsoft 365-based committee management, workflow, or policy tracking systems.
- Application of federal plain-language standards and Section 508 accessibility for public and internal educational materials.
- Experience managing training documentation such as attendance logs, onboarding records, and refresher cycles.
- Coordination across communications, IT, policy, data, and education teams for approved stakeholder materials.
