Role Overview
This position is for a thorough and analytical HSE Manager based in Jeddah, Saudi Arabia, within a consulting environment. The role centers on building, rolling out, and sustaining health, safety, and environment systems that meet Saudi regulatory expectations as well as international good practice. You will partner with clients and internal stakeholders to identify risks, verify compliance, and strengthen a proactive safety mindset across operations.
Responsibilities
- Create, update, and implement HSE policies, procedures, and programmes aligned with Saudi labour legislation, applicable regulations, and industry norms.
- Carry out detailed risk assessments and hazard studies to pinpoint workplace dangers and define practical controls.
- Conduct safety inspections and audits at client sites to confirm compliance with HSE standards and statutory requirements.
- Review incidents and accidents, determine root causes, and drive corrective as well as preventive actions.
- Advise clients on HSE matters, including compliance checks, gap assessments, and tailored safety programme design.
- Maintain accurate HSE records, reports, and documentation needed for internal review and regulatory compliance.
- Deliver training and awareness sessions for client teams and internal staff on safety procedures and best practices.
- Track HSE performance data, trends, and KPIs to assess effectiveness and identify areas for improvement.
- Work with clients to plan and execute HSE improvement initiatives and sustainability-related programmes.
- Keep abreast of updates in Saudi and international HSE laws, standards, and industry practices.
- Act as the main point of contact between clients, regulators, and internal teams on HSE topics.
- Contribute to proposal preparation and client-facing presentations for HSE consulting services.
Requirements
- At least 15 years of professional HSE management experience, ideally in a consulting setting.
- Strong understanding of Saudi labour laws, HSE rules, and regulatory requirements.
- Solid capability in risk assessment, hazard identification, and control planning.
- Hands-on background in safety audits, inspections, and incident investigations.
- Ability to interpret HSE data and build meaningful performance indicators and KPIs.
- Excellent English communication skills, both written and spoken; Arabic is an advantage.
- Well-developed organisational and project management skills, with the ability to handle several client assignments at once.
- Proven ability to design and deliver effective training programmes.
- Working knowledge of ISO 45001, OHSAS 18001, or similar HSE management systems.
- Familiarity with HSE record-keeping systems and compliance software.
- Strong judgement, problem-solving ability, and attention to detail.
- Ability to work both independently and as part of a team in a fast-moving consulting environment.
- Professional HSE certification such as NEBOSH, IOSH, or an equivalent credential is preferred.
- Experience in oil and gas, construction, or manufacturing environments is an added advantage.
- Comfort using Microsoft Office and HSE management software tools.
