Role overview

This position sits within Project Development & Construction and reports to the Associate Director - Commercial. It is based in Dammam, KSA, and supports QST's commercial, procurement and contract administration work across data-centre development and construction projects.

Procurement support

  • Assist in preparing RFPs, RFQs, tender documents and procurement schedules for consultants, contractors and suppliers.
  • Coordinate tender questions, submissions, meeting notes, bid returns and related commercial paperwork.
  • Keep procurement trackers, vendor registers, tender logs and approval records up to date.

Contract support

  • Help prepare, review and administer NDAs, consultant appointments, framework agreements, service agreements and construction-related contracts.
  • Monitor contract progress, key milestones, obligations, deliverables, variations, claims and close-out tasks.
  • Work with Commercial, Legal, Finance and project teams to ensure contract files remain complete and well organized.

Processes and policies

  • Administer commercial procedures, approval workflows, procurement governance and document control requirements.
  • Maintain templates, trackers, registers, policies and standard operating procedures used by the commercial team.
  • Ensure records are accurate, auditable and consistent with delegated authority and compliance expectations.

Commercial reporting

  • Prepare regular commercial updates, procurement dashboards, tender summaries and cost-related reports.
  • Track purchase requests, commitments, budget inputs, variations and commercial risks for management review.
  • Support pricing comparisons, evaluation matrices and recommendation packs.

Risk and compliance

  • Flag missing approvals, commercial gaps, document issues and any process non-compliance so they can be escalated.
  • Support ethical sourcing, anti-corruption, confidentiality and vendor compliance requirements.
  • Maintain risk and action logs and follow up corrective actions with internal and external stakeholders.

Stakeholder coordination

  • Coordinate with Development, Design, Construction, Finance, Legal, Procurement and external consultants.
  • Act as a day-to-day coordination support point for the Associate Director - Commercial.
  • Help strengthen repeatable commercial processes across QST data-centre projects.

Education and professional background

A bachelor's degree is preferred in Quantity Surveying, Commercial Management, Construction Management, Engineering, Procurement, Supply Chain, Business, Law or a related field. Professional credentials such as CIPS, RICS, CIOB, or qualifications in contract administration, procurement or commercial management are preferred.

Experience

Applicants should bring 4 to 7 years of experience in commercial work, procurement, contract administration, project controls or construction administration. Experience in data centres is preferred, while work on critical infrastructure such as hospitals, airports, utilities, telecoms, industrial facilities, energy projects or complex MEP projects is also acceptable. Prior exposure to tenders, vendor management, contract files, approvals, trackers, cost inputs and commercial reporting is required. GCC or KSA construction and infrastructure exposure is preferred.

Skills and personal competencies
