Role Overview and Duties

This position is responsible for managing a comprehensive Force Protection Program encompassing multiple disciplines such as Antiterrorism (AT), Physical Security (PHYSEC), Operations Security (OPSEC), Information Security (INFOSEC), Foreign Travel (FT), and Emergency Management (EM). The incumbent will act as the primary district point of contact for enforcing policies and procedures related to the DoDEA Force Protection Program.

Key responsibilities include performing on-site physical security and risk management assessments at designated DoDEA facilities. The specialist will lead the planning and execution of Force Protection exercises including tabletop, mini-exercises, and full-scale annual exercises. Additionally, the role involves organizing and supervising Force Protection training for DoDEA civilian and contractor employees within the assigned Area of Responsibility. They will also design and validate procedures to promptly communicate urgent terrorist threat information to relevant regional and Headquarters DoDEA authorities during both duty and off-duty hours.

Eligibility and Qualifications

Applicants must be U.S. citizens and comply with Selective Service registration if applicable. A Top Secret security clearance is mandatory. The role requires meeting several employment conditions including pre-employment certifications, potential probationary period, background investigation, participation in drug testing, and adherence to DoD civilian personnel management guidelines especially for assignments in foreign areas. Candidates must obtain Anti-Terrorism Certification within two years and maintain essential function performance during emergencies and funding constraints.

Eligible applicants include various categories ranging from disabled veterans, current DoDEA and Department of War employees, family member preferences, military spouse preference, and others as specified. The candidate must have at least one year of specialized experience relevant to risk assessment and physical security protocols to safeguard personnel and facilities such as schools, medical establishments, and recruiting stations. Experience also includes emergency response program development, site risk evaluation, and policy implementation for force protection and emergency plans. Experience must be documented thoroughly as no education substitution is allowed.

• Applicants must meet overseas employment requirements including Official Passport procurement if relocating internationally.
• Employment terms include compliance with Exceptional Family Member Program and Status of Forces Agreement restrictions to prevent ordinarily resident status in the host country.
• Medical and dental care in overseas assignments may be limited and at employee’s own expense.
• Foreign area benefits such as Living Quarters Allowance or home leave may be applicable.
• Initial overseas tour length is 36 months.
• Multiple vacancies may be filled.
• This role is exempt from collective bargaining unit coverage.
