Procurement Manager

Overview

The Procurement Manager oversees comprehensive procurement functions for Engineering, Procurement, and Construction (EPC) projects, ensuring materials, equipment, and subcontracted services are sourced promptly, cost-effectively, and comply with standards. This role includes managing procurement cycles, vendor qualification, bid analysis, negotiations, and contract awards aligned with project budgets and timelines. Collaboration with Engineering, Project Controls, and QA/QC teams is essential to secure critical long-lead items without impacting schedules. The position also leads the procurement team and manages suppliers capable of supporting large-scale project demands.

Key Responsibilities

• Establish and nurture partnerships with cost-efficient, quality suppliers, and explore new business relations.
• Conduct final negotiations to achieve favorable pricing and contract terms.
• Guarantee timely and accurate delivery of materials as per quality and quantity requirements.
• Review procurement documents such as purchase orders, credit memos, and contracts, identifying risks and suggesting company-beneficial adjustments.
• Delegate tasks among procurement staff to maximize results and efficiency.
• Continuously audit existing contracts and credit applications to ensure relevance and benefit.
• Collaborate with other departments on project quotations, applying procurement expertise to enhance profitability.
• Monitor and report procurement metrics to drive cost reduction efforts.
• Adapt sourcing strategies in response to changes in supplier and client leverage.
• Oversee procurement expenditures, fostering a culture focused on sustainable cost savings.
• Manage documentation required for customs clearance to prevent delays.
• Suggest appropriate alternatives when required items cannot be procured on schedule.
• Enforce adherence to procurement policies organization-wide.
• Maintain and update purchase orders until closure, ensuring compliance with supplier contracts and reporting any non-conformities.
• Lead resolution of discrepancies in deliveries and invoices in cooperation with finance and logistics teams.
• Update procurement policies considering emerging risks and market trends.
• Revise procurement documentation, forms, and contracts to maintain current standards.
• Ensure procurement authority delegation is appropriately followed.
• Register new suppliers and maintain an approved vendor list.
• Prevent conflicts of interest in procurement operations.
• Develop service level agreements with supporting departments.
• Safeguard confidentiality of sensitive procurement and business data.

Qualifications and Experience

• A minimum of 10 years' experience as a procurement manager in a reputable EPC company, with preference for Saudi Aramco project exposure.
• Bachelor's degree or any graduate qualification; MBA in Supply Chain Management or Logistics is an advantage.

Skills and Competencies

• Strong track record in procurement management and supplier identification including product and substitute sourcing.
• Expertise in sourcing strategies, procurement techniques, and market intelligence.
• Effective negotiation and networking skills.
• Proven leadership and team management experience.
• Familiarity with supplier and third-party management software.
• Proficiency in Microsoft Dynamics.
• Experience collaborating with diverse teams such as Engineering, Project Controls, QA/QC, Construction, Finance, and Logistics.
• Fluent in English with excellent communication and negotiation capabilities.
