Overview

As the Offshore Operations Manager, you will oversee and direct the offshore vessel and marine operations ensuring the safe, compliant, and efficient execution of Saudi Aramco offshore marine activities. Your leadership will be vital in maintaining operational excellence, regulatory adherence, and seamless coordination across multiple facets of offshore marine services.

Key Responsibilities

  • Translate the overarching functional strategy into actionable departmental business plans, ensuring alignment vertically and integration horizontally with other departments.
  • Identify and implement opportunities for system, process, and practice enhancements focusing on sustainability, productivity gains, and cost efficiency.
  • Ensure timely and accurate preparation of departmental reports according to Bahri's quality and policy standards.
  • Lead and motivate the department by setting clear objectives, managing team performance, and fostering staff development to maximize output.
  • Develop and monitor departmental budgets, ensuring financial activities conform to approved guidelines.
  • Implement and oversee departmental policies and procedures to meet all relevant regulatory, procedural, and quality requirements.
  • Direct daily offshore support vessel operations including port clearances, crew logistics, and offshore transport coordination.
  • Manage mobilization and demobilization logistics of EPC vessels, rigs, and barges coordinating with stakeholders.
  • Ensure compliance with Saudi Aramco HSE directives, marine guidelines, permit-to-work systems, and other applicable regulations.
  • Maintain vessel readiness, assess workforce competency, and manage manpower to guarantee uninterrupted operational capacity.
  • Review all operational, incident, and compliance reports, taking appropriate actions for risk or non-compliance.
  • Support marine resource allocation for project planning and establish contingency plans as required.
  • Conduct safety communications such as toolbox talks and coordinate operational meetings.
  • Serve as the primary escalation contact for operational incidents and emergencies offshore.
  • Participate in audits, inspections, and client reviews to ensure continuous compliance and operational standards.
  • Evaluate performance of suppliers and service providers and recommend improvements.
  • Resolve vessel, cargo, and authority issues proficiently and enforce contractual KPI compliance including accurate invoicing.
  • Manage client complaints effectively, perform root-cause investigations and implement corrective measures.
  • Optimize cost management through efficient vendor and resource administration.
  • Develop and lead offshore operations personnel maintaining high team capability and performance.
  • Measure client satisfaction via feedback and surveys, maintaining strong relationships with clients, service providers, port authorities, and regulatory agencies.
  • Provide management with regular reports on service performance, challenges, and recommended improvements.

Qualifications and Experience

  • Bachelor's degree in Marine Studies, Nautical Science, or a related Offshore Operations field.
  • At least 8 years of experience in offshore operations, with a minimum of 2 years in supervisory or managerial roles.
  • Demonstrable experience in Saudi Aramco offshore projects or comparable large-scale oil and gas operations.
