Job description
Position Overview
This role involves serving as the Defense Logistics Agency's (DLA) Installation Management Agreements Manager at the designated site. The individual will oversee and manage the entire DLA Management Support Agreements Program, acting as the central authority and main point of contact for agreement policies, procedures, and processes.
Core Duties
- Manage and supervise the DLA Management Support Agreements Program for the assigned site.
- Serve as the primary organizational proponent and liaison for agreement-related policies and operational processes.
- Advise senior management on matters connected to agreements and related initiatives.
- Identify and resolve program deficiencies, develop improvement plans, and sustain an effective agreements program.
- Respond to queries about agreements and procedures, mediate customer relationship issues, and facilitate communication among stakeholders.
- Create and monitor performance indicators and other relevant data such as agreement types, values, volumes, relationships, and durations.
- Ensure compliance with financial regulations for documentation, cost estimation, reimbursements, and collections tied to support agreements.
Candidate Qualifications and Requirements
- Applicants must be U.S. citizens.
- The position requires non-critical sensitive security clearance.
- Tour of duty is flexible with a 36-month overseas rotation commitment.
- Male applicants born after 1959 must fulfill Selective Service registration requirements.
- Appointment depends upon successful suitability or fitness determination; unfavorable background checks can lead to removal.
- Access to federal facilities requires a REAL ID or acceptable identification.
- Applicants must possess at least one year of specialized experience comparable to GS-11 level, particularly in federal, military, or law enforcement environments involving agreements management.
- Specialized experience includes developing and implementing agreements procedures, managing customer service and audit compliance, mediating stakeholder issues, financial documentation and funding tracking, and delivering management briefings on agreement status.
- Education substitution cannot replace required specialized experience.
- Applicants must comply with the Exceptional Family Member Program and understand provisions for family members requiring special education or early intervention overseas.
