Position Overview
The Defense Finance and Accounting Service (DFAS) seeks a Counterintelligence Specialist to manage and deliver counterintelligence services at the headquarters and various global locations. This role acts as the liaison with external agencies such as NCIS, DCHC, and FBI for conducting counterintelligence investigations and operations. The specialist provides expert advice regarding potential intelligence threats to DFAS's infrastructure, leads intelligence program collection activities, and coordinates with multiple defense and national security entities.
Key Responsibilities
- Manage the DFAS Counterintelligence (CI) Program, overseeing CI services across DFAS headquarters and worldwide sites.
- Serve as the primary point of contact between DFAS and federal law enforcement and intelligence agencies for CI investigations and operations.
- Provide expert insights into intelligence organizations posing threats to DFAS infrastructure and personnel.
- Lead the DFAS Intelligence Preparation/Information Operation (IP/IO) collection program by directing and assessing CI activities and coordinating with Department of Defense and national agencies.
- Coordinate requests for behavioral science, polygraph, and technical surveillance countermeasures programs with relevant lead agencies.
- Respond to mission taskings from Defense Counterintelligence and Human Intelligence Centers, contributing security and insider threat detection initiatives.
- Assist in defining and developing future counterintelligence resource needs.
Employment Conditions

- This national security position requires a favorable suitability review and security clearance; failure to maintain clearance may lead to termination.

- Travel frequency ranges between 1% to 24% of work time.

Qualifications
- Applicants must have minimum one year of specialized experience equivalent to GS-12 level or comparable, demonstrating capability to perform the duties at GS-13 level.
- Specialized experience includes developing CI policies and threat assessments, data analysis related to counterintelligence, and coordinating with intelligence community for investigations and information dissemination.
- Experience identifying and applying CI controls related to protection programs against foreign intelligence threats, cyber threats, insider threats, espionage, and supply chain risks.
- Independent execution and coordination of Counterintelligence Functional Service (CIFS) support activities as needed.
- Education alone does not substitute for required specialized experience at this grade.
