Job description
Summary
This role entails leading the Central Business Office under the Deputy Chief of Administrative Services' guidance. Responsibilities include managing annual operating and capital budgets exceeding $450 million, overseeing payroll for over 2,600 full-time personnel, handling accounts payable and receivable, conducting financial analysis and forecasting, managing grants, overseeing fleet and procurement operations, and administering contracts.
Key Responsibilities
- Directs the assessment, design, and integration of departmental financial management systems and develops evaluation methods.
- Leads the creation of multi-year financial plans and collaborates with departmental, executive, and legislative bodies to clarify financial strategies and challenges.
- Drafts legislation aligned with the department's strategic goals.
- Facilitates and reports on the progress of various groups such as focus groups, task forces, and steering committees.
- Provides expertise in planning, budgeting, and management to departmental leadership and operational managers.
- Ensures daily fiscal operations comply with state and federal standards and objectives.
Qualifications
- Minimum three years' experience in financial administration covering areas like program analysis, budgeting, cost evaluation, financial planning, revenue and expenditure forecasting, cash flow oversight, and establishing internal controls.
- At least three years' experience interpreting and evaluating financial reports.
- At least six months' experience in strategic planning, including setting objectives, strategy formulation, activity planning, and performance measurement over a three to five-year horizon.
- At least six months' experience in operations management involving planning, directing, coordinating, controlling, and assessing operations typically via supervisors.
Conditions of Employment
