Senior Manager - Delivery Audit

Overview

This position of Senior Manager - Delivery Audit is responsible for leading intricate, risk-oriented internal audit assignments within the organization's capital delivery segment, which encompasses construction, infrastructure, engineering consultancy services, procurement, and facilities management. The role ensures conformance to the 2024 Global Internal Audit Standards and provides independent validation of controls over project delivery, cost and change oversight, contractor and consultant evaluations, and programme governance. Additionally, it drives enhancements in internal audit methodologies.

Key Duties

• Lead the comprehensive execution of audits related to delivery, including construction contracts, capital procurement, and infrastructure projects.
• Assure proper management of project costs, focusing on baselines, changes, variation orders, claims, and earned-value analysis.
• Assess the performance of contractors and consultants relative to their contractual commitments, key performance indicators, and service standards.
• Review governance frameworks for programmes and portfolios, such as stage-gate decisions and escalation protocols.
• Audit procurement and tender processes for capital projects to ensure fairness, competitiveness, and regulatory compliance.
• Formulate strategic audit initiatives aligned with the organization's goals and risk factors.
• Ensure audit activities comply with methodology standards, timelines, and maintain high quality.
• Oversee and evaluate audit documentation for precision, transparency, and actionable insights.
• Establish and foster relationships with senior leadership to advocate for risk mitigation and control responsibility.
• Provide mentorship to audit team members, supporting their technical and career development.
• Participate in strategic planning for the Internal Audit Department including creation of risk-based annual audit plans.
• Collaborate with governance, risk, and compliance units to improve integrated assurance services.
• Promote ongoing enhancement of audit methodologies and processes for better efficacy and quality.

Qualifications and Experience

• Preferred bachelor's degree in Engineering, Construction Management, Quantity Surveying, Project Management, or related disciplines.
• Professional certifications such as Certified Internal Auditor (CIA), Lean Six Sigma, Project Management Professional (PMP), or Risk Management Professional (RMP) are advantageous.

Audit Expertise

• Deep knowledge of internal audit procedures including risk evaluation, internal controls assessment, and assurance reporting.
• Demonstrated competence in managing extensive audit projects and conducting quality assurance reviews.
• Skillful in creating audit frameworks, risk assessment models, and performance indicators.
• Experience with data analytics and audit software tools to derive actionable insights is a plus.

Delivery and Project Management Expertise

• Thorough understanding of project gate processes, construction operations, and overall delivery workflows.
• Familiarity with standard contract forms like FIDIC and delivery models such as EPC, EPCM, PMC, and design-build.
• Knowledge of cost engineering principles, earned-value management, and evaluation of claims and contract variations.
• Capability to assess project schedules across all levels, pinpointing gaps, delays, and erosion of float time.
• Experience in reviewing project controls with a focus on opportunities for process optimization and automation.
• Insight into commercial governance, including cost planning, tender assessments, and contract control mechanisms.
