Job Overview
The role centers on guaranteeing comprehensive application of the quality management system (QMS) in an effective, well-organized manner. It involves allocating responsibilities to QA/QC Engineers and Supervisors while collaborating closely with Engineering, Procurement, and Construction teams within an EPC framework. Occasionally, duties may extend to managing corporate QA/QC functions.
Principal Responsibilities
- Lead and supervise project quality to ensure adherence to applicable codes, standards, laws, and QMS protocols.
- Enhance quality performance and drive continuous improvements across the organization.
- Develop and implement QMS procedures spanning departments such as Engineering, Procurement, Construction, Business Development, Project Planning, Document Control, IT, HR, and executive management for routine operations.
- Supervise Information Management System (IMS) activities performed by QA/QC teams across multiple EPC projects.
- Ensure enforcement of corporate QA policies, quality objectives, and audit schedules.
- Maintain compliance with frameworks based on ISO 9001, ISO 14001, and ISO 45001 standards.
- Lead reviews to confirm technical and commercial bids meet client requirements, legal obligations, and project QHSE standards.
- Engage in tender assessments and risk evaluations to define QA/QC responsibilities, contract conditions, and measures for mitigating risks.
- Oversee quality planning for projects, including QA deliverables, approvals from clients, engineering document review cycles, and compilation of the final project dossier.
- Collaborate with Procurement and Engineering to integrate QA/QC practices into vendor selection and qualification steps.
- Manage audit programs, including certifications and recertifications, track Aramco Project Quality Index (PQI) outcomes, and analyze non-conformance patterns across divisions.
- Create and deliver quality performance reports and strategic analysis to senior management.
- Lead or contribute to high-profile client audits and executive board quality reviews.
Qualifications and Experience
- At least 15 years of substantive senior-level experience in QA/QC within EPC organizations.
- Previous involvement in Saudi Aramco projects is advantageous.
- Bachelor's degree in Engineering from any discipline.
- Certification from recognized auditing organizations to conduct QHSE audits.
Core Competencies & Expertise
- Management system strategy and deployment based on ISO standards (9001, 14001, 45001).
- Technical support for tender and proposal quality; contribution to technical bidding.
- Quality supervision for EPC and LSTK projects.
- Governance of corporate QA/QC functions.
- Conducting internal and external audits to ensure compliance.
- Risk assessment and root cause investigations.
- Quality management for vendors and contractors.
- Interaction with regulatory bodies and clients such as Aramco and SABIC.
- Leadership and coordination of multidisciplinary QA/QC teams.
- Development and monitoring of key performance indicators, PQIs, and quality reporting systems.
- Project quality planning with allocation of resources.
