The Asset & Capital Management Division oversees a $6 billion capital portfolio focused on property modernization and strategic asset management. It emphasizes sustainable and resilient building practices and is customer service oriented, collaborative, and delivery-driven.

The Sustainability Department is responsible for advancing sustainable technologies and practices across various areas such as climate resiliency, renewable energy, decarbonization, waste reduction, and more. It manages grant acquisition, policy, and innovative programs to meet greenhouse gas reduction targets.

Position Overview

The Sustainability Programs Team seeks a Project Manager to lead multiple initiatives like ACCESSolar and EV charging programs. This role requires flexibility to work across projects and is ideal for candidates experienced in governmental agencies, construction project delivery, or sustainability efforts focused on infrastructure decarbonization and resilience.

Key Responsibilities

• Plan, develop, and execute sustainability initiatives aligning with NYCHA’s Sustainability Agenda, including design and construction management.
• Conduct commissioning and measurement & verification for energy generation or conservation projects.
• Act as a technical expert and create training materials related to sustainability programs.
• Supervise and mentor consultants as necessary.
• Oversee project phases such as planning, procurement, construction, and closeout, ensuring adherence to schedules and contractual requirements.
• Identify and resolve project challenges through collaboration with stakeholders and Tenant Associations.
• Maintain comprehensive project documentation adhering to HUD standards and assist with audits.
• Support Deputy Director in tasks like constructability reviews, payment processing, RFI management, delay assessment, and schedule control.
• Regularly visit sites to handle program meetings and resolve construction or design issues.
• Facilitate procurement of external approvals and secure funding for projects.
• Manage routine to moderately complex capital projects as delegated.

Qualifications and Competencies

• Strong expertise in sustainability, energy efficiency, building science, renewable technologies, decarbonization, and environmental policies.
• Proficient program and project management skills with ability to manage multiple complex initiatives and mitigate risks.
• Exceptional interpersonal and communication skills to effectively collaborate with diverse stakeholders and convey technical information clearly.
• Analytical problem-solving capabilities with experience in data-driven decision making, process improvement, and resource optimization.
• Preferred experience includes managing construction projects valued at $2 million or more, coordinating between office and field personnel, and applying industry-standard project management methodologies.
• Proficiency with Microsoft Office, project management, and scheduling software.

Minimum Qualifications

• Bachelor’s degree in relevant fields such as architecture, biology, building science, chemistry, construction management, energy management, engineering, environmental science, or related disciplines; OR
• Completion of a two-year apprentice program in construction with an energy efficiency focus plus two years of full-time relevant experience; OR
• Four years of full-time experience in energy generation or conservation work involving planning, implementing, and verifying clean energy or energy reduction interventions; OR
• Equivalent combinations of education and experience as specified.

• A valid New York State Motor Vehicle Driver License may be required.
