Job description

Role Overview

This role involves leading and coordinating all aspects of designated program and project development and management under administrative oversight. Responsibilities include managing special projects, delivering training and technical support within and beyond the department, and preparing presentations. The Project Director plans, develops, and oversees projects within assigned units, evaluates their impact, and identifies necessary resources and methodologies. Additionally, they prepare funding proposals, monitor contracts for compliance, and conduct field inspections as required.

Primary Duties

  • Direct projects within the Service and Maintenance section in collaboration with maintenance management.
  • Develop project plans involving skilled trades and create standard operating procedures and workflows.
  • Identify skill gaps among personnel and coordinate training with department leadership.
  • Utilize data-driven management tools to prioritize critical upgrades at water treatment and distribution facilities.
  • Generate reports and recommend improvements to processes.
  • Manage procurement activities and assist with departmental budgeting and vendor relations.
  • Conduct post-project analysis to identify enhancement opportunities.
  • Collaborate with other divisions and units to fulfill assignments.
  • Occasional work during evenings and weekends may be required.

Required Qualifications

  • Bachelor's degree in Business, Public Administration, or a relevant field preferred.
  • Minimum of three years full-time progressively responsible management or supervisory experience in program or project development.
  • Proficiency with Microsoft Office applications.
  • Strong communication and interpersonal skills.
  • Valid Ohio State driver’s license.

Preferred Qualifications

  • At least five years of supervisory experience, including managing skilled trades personnel.
  • Familiarity with Advantage Financial System and Cityworks Work Management System.
  • Experience working with diverse staff backgrounds.
  • Two to five years experience within Cleveland Water Department (CWD) business units with operational knowledge.
  • Deep understanding of City and CWD policies and procedures.
  • Consistent excellent attendance.
