About the Role
The Singapore Police Force (SPF) is integral to maintaining the safety and security of Singapore by preventing, deterring, and detecting crime. We are seeking a Programme Evaluation Officer (PEO) — a pivotal role that will influence SPF's development and policing strategies nationwide. This role requires a visionary professional dedicated to enhancing best practices, sustaining evidence-based policies, and fostering a rigorous evaluation culture throughout the organization.

Key Responsibilities
- Lead and manage all programme evaluation activities within SPF, ensuring adherence to methodological standards and organizational criteria for evidence-based decision-making.
- Promote awareness and understanding of programme evaluation principles through information dissemination, outreach, and comprehensive training sessions.
- Act as the main liaison with the Ministry Headquarters (MHQ), facilitating smooth communication and alignment on PE matters.
- Collaborate with Evaluation Executives, management, and various stakeholders to coordinate evaluation efforts and share best practices.
- Develop and implement strategies to enhance internal evaluation capabilities by organizing training and knowledge-sharing sessions for staff.
- Encourage cross-department collaboration to promote knowledge exchange and continuous improvement in evaluation processes and outcomes.
- Maintain, update, and ensure easy access to a resource repository containing evaluation guides, toolkits, and materials for all officers.
Candidate Profile
- Education or background relevant to programme evaluation or research.
- 2 to 3 years of experience in programme evaluation or research-related roles, with a strong grasp of research methodologies and basic statistical analysis.
- Exceptional analytical skills and a creative approach to solving problems.
- Excellent written communication capabilities and confidence in delivering presentations to large audiences.
- Strong interpersonal skills essential for collaborating with personnel across multiple agencies.
- Self-driven, able to work autonomously while effectively managing project timelines.
