About the Role
A leading UAE government organization is seeking a Monitoring, Evaluation, and Learning Specialist to design and implement frameworks that assess program effectiveness and impact over time. This role centers on creating tools and frameworks to measure progress, enabling continuous learning and improvement through data-driven insights.
Key Responsibilities
- Develop and operationalize the Theory of Change, logical frameworks, and results frameworks to evaluate program outcomes and long-range impact.
- Create SMART indicators, establish baselines and targets, and design data collection and performance measurement strategies.
- Build monitoring and reporting mechanisms including KPIs, dashboards, data management plans, and reporting processes.
- Formulate evaluation frameworks, produce standardized reporting templates, and implement learning processes to foster ongoing enhancement.
- Lead stakeholder workshops and collaborate with governmental bodies, academic institutions, industry partners, and funders to define desired outcomes and performance metrics.
- Continuously monitor program progress, deliver evidence-based analysis, identify potential risks, and inform decision-making.
- Produce MEL guidance materials, develop reporting tools and best practices documentation, and provide training on MEL methodologies and Results-Based Management principles.
Qualifications and Experience
- Master’s degree in International Development, Public Policy, Evaluation, Economics, or a related discipline.
- At least seven years of professional experience in Monitoring, Evaluation & Learning, Results-Based Management, or related fields of program performance management.
- Proven expertise in Theory of Change development, logframe design, results frameworks, outcome measurement, and program evaluation methodologies.
- Experience in creating indicators, baselines, target setting, data collection approaches, and data quality assurance procedures.
- Proficiency with data visualization and analytics tools such as Power BI, Tableau, or equivalent dashboard software.
- Familiarity with evaluation methods including contribution analysis, developmental evaluation, and outcome harvesting.
- Strong skills in data analysis, stakeholder engagement, facilitation, and communication.
- Background working with government organizations, public sector, research, innovation initiatives, grant-funded programs, or international development contexts is especially valued.
