Manager - HR Total Rewards and Performance

Role Overview

This position is part of an energetic HR team dedicated to enhancing and maintaining the performance and total rewards strategies for officers within the Singapore Food Agency (SFA). The team ensures that performance management and total rewards systems encourage officers to maximize both their performance and potential in alignment with agency goals.

Key Responsibilities

• Partner with senior leadership to craft or update HR policies and initiatives aimed at nurturing and retaining high-performing staff, ensuring their development aligns with organizational objectives.
• Design, evaluate, and execute a strong performance management framework, inclusive of policies and procedures, to foster employee engagement, growth, and improved organizational outcomes. Oversee the full annual performance appraisal process, including ranking and promotion exercises.
• Ensure prompt and accurate disbursement of annual performance bonuses and merit increments.
• Formulate, review, and enforce compensation policies, frameworks, and procedures. Conduct regular salary benchmarking and reviews to establish competitive reward strategies that attract, motivate, and retain talent.

Candidate Profile

• Demonstrated experience in compensation & benefits and/or performance management within the government domain.
• Strong analytical, conceptual thinking, and problem-solving capabilities.
• Excellent interpersonal communication skills, both verbal and written.
• Able to build productive relationships with stakeholders at all hierarchy levels including senior management.
• Self-motivated with the capacity to work both independently and collaboratively in team settings.
• Detail-oriented, resourceful, and capable of thriving in a dynamic, fast-paced environment.

Work Environment

• Position based at Singapore Food Agency Headquarters, Jurong East MRT (JEM building).
