Role Summary

We are looking for a strategic and detail-focused Manager - Bids to be based in Dubai, UAE. This role involves managing the complete bid cycle, including proposal creation, tender evaluation, and contract negotiations. Collaboration with multiple departments is key to secure competitive and compliant bids that propel business growth and capture significant opportunities in the Middle East Civil Infrastructure sector.

Responsibilities

• Oversee the entire bid lifecycle from identification through to award.
• Drive the preparation of technical and commercial proposals aligned with regional infrastructure business goals.
• Lead cost proposal development, including pricing, benchmarking, and commercial direction.
• Collaborate with senior leadership to formulate winning bid strategies ensuring comprehensive proposal elements.
• Conduct market research for identifying emerging growth opportunities.
• Coordinate with marketing and team members to satisfy prerequisites like prequalification and vendor list inclusion.
• Prepare and present internal and external reports and presentations related to bids.
• Engage in go/no-go decision making and manage the bid development from start to submission.
• Analyze tender documents and qualifications for accurate proposal formulation.
• Partner with Discipline Leads to estimate man-hours, fees, and delivery timelines.
• Navigate issues with different markets and regions to ensure complete and cost-effective responses to RFP scopes.
• Manage quotes from sub-consultants, negotiating terms consistent with AECOM standards and risk policies.
• Ensure accurate and current bid data entry into Salesforce.
• Adhere strictly to AECOM policies, delegations of authority, and governance processes throughout the bid process.
• Confirm compliance with legal qualifications and regional risk committee directives before bid submission.
• Meet proposal submission deadlines consistently.
• Prepare and deliver presentations for internal Risk Committees independently for pursuits up to $50 million in value.
• Provide mentorship and leadership to junior team members throughout the bidding process.

Qualifications

• At least 10 years in bid management, proposal development, or business development roles, preferably with complex tender experience.
• Refined analytical skills and meticulous attention to detail.
• Proficient in Microsoft Office suite, especially Word, Excel, and PowerPoint.
• Excellent command of English in both written and oral communication.
• Capacity to juggle multiple bid projects and meet tight deadlines.
• Experience in budgeting, cost estimation, and financial modeling.
• Strong organizational and project leadership skills.
• Effective in cross-functional teamwork environments.

Preferred Experience

• Familiarity with the UAE or Middle Eastern procurement and compliance landscape.
• Leadership experience in mentoring bid teams.
• Background in construction, consulting, engineering, or related sectors.
• Expertise in contract negotiation and commercial terms.
• Project or bid management certifications such as PMP or APMP.
