Learning Officer

Overview

Become a key contributor to transformative changes that improve children's lives by joining Save the Children International as a Learning Officer based in Kampala, Uganda. This role involves onsite work with approximately 30% travel to field locations.

The Uganda Response Innovation Lab (U-RIL), part of a global network dedicated to fostering innovation and learning in humanitarian contexts, focuses on strengthening evidence-based collaboration among government bodies, UN agencies, NGOs, academia, and private sectors to enhance Uganda's refugee response efforts.

The Learning Hub, an initiative under U-RIL, serves as a public resource that systematically gathers, analyzes, and disseminates evidence from varied sources to support refugee response actors in refining programming, decision-making, and driving systemic improvements.

Key Responsibilities

• Lead planning and execution of diverse learning activities including research studies, mappings, case studies, evaluations, and learning reviews.
• Collaborate in designing qualitative and quantitative research methods, data collection strategies, and learning approaches with internal teams and consultants.
• Develop and ensure the quality of data collection instruments such as surveys, interview guides, and observation tools, adhering to ethical and safeguarding standards.
• Implement learning logs and support reflective sessions to foster evidence-based decision-making within consortia.
• Manage and regularly update databases comprising actor mappings, partner directories, and evidence repositories.
• Coordinate documentation and evidence gathering across consortium partners and stakeholders at multiple levels.
• Maintain stakeholder contact lists and knowledge repositories to facilitate information sharing and collaboration.
• Organize learning events including workshops, webinars, and dissemination meetings to promote knowledge exchange.
• Provide administrative and operational assistance to ensure the smooth functioning of the Learning Hub, working alongside the Programme Manager.
• Handle procurement requests and coordinate timely acquisition of goods and services in line with organizational procedures.
• Collect and report on key output and outcome indicators related to Learning Hub activities for donor compliance.
• Gather and analyze partner feedback to inform adaptive management and improvement of activities.
• Ensure all activities comply with organizational ethical standards, safeguarding policies, and research principles.

Requirements

• Bachelor’s degree in social sciences, development studies, economics, statistics, public policy, international development, monitoring and evaluation, research methods, information management, or a related discipline.
• Minimum of three years’ progressively responsible experience in research, knowledge management, project coordination, monitoring and evaluation, or related learning roles within humanitarian or development programs.
• Proven experience organizing workshops, consultations, learning events, and dissemination initiatives.
• Strong grasp of ethical requirements, including consent processes, for research and data collection.
• Willingness and ability to travel regularly to refugee-hosting districts.
• Keen interest in management theories, innovative techniques, and emerging technologies.
• Deep understanding of qualitative and quantitative research methods, data management, and MEAL (Monitoring, Evaluation, Accountability, and Learning) frameworks.
• Excellent analytical and problem-solving capabilities to distill complex data into practical insights.
• Strong project management skills to efficiently juggle multiple tasks and meet deadlines.
• Effective communication skills, both written and verbal, including report writing and presentation expertise.
• Experience in specialized sectors such as climate-smart agriculture, market systems development, localization, resilience, and self-reliance.
• Ability to capture content through photography and videography.

The role may require adapting working hours in response to major humanitarian emergencies to meet urgent needs.
